On 12/27/2023, Licensing Program Analyst (LPA) Theresa Marquez conducted a complaint inspection and met with Director Rebecca Jarrett. The purpose of this inspection is to provide the final complaint findings for the above allegations.
During the course of the investigation, LPA interviewed staff, parents, day care children and obtained facility documents pertinent to the allegations. Staff told parents their 4 year old child could not return to school until the child was toilet trained. Neither the Admission Agreement nor the Parent Handbook specify an age requirement for toilet training.

Based on interviews and facility documents, the preponderance of evidence standard has been met, therefore, the above allegations are found to be substantiated. Per California Code of Regulations Title 22 Division 12 Chapter 1, the following deficiencies are being cited today (See page LIC9099-D). An exit interview was conducted and report was reviewed with Director Jarrett. A copy of Appeal Rights and the Notice of Site Visit was given and must remain posted for 30 days.
