25 | On 05/19/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an unannounced Case Management inspection and met with acting Assistant Director, Raquel Hernandez. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside and census were taken.
Based on previous visits and consulting with the licensee, LPA explained to Raquel that it was brought to licensings attention that she is the licensee to a family childcare home and is also considering herself this facility's acting site supervisor. LPA explained that a site supervisor shall be on the premises during the hours the center is in operation and as a site supervisor, she shall not accept outside employment that interferes with the duties and responsibilities of a site supervisor. LPA also explained to Raquel that licensing has not received a director packet from Raquel and therefore cannot be a site supervisor until it is determined that she is fully qualified. Especially since she has her own day-care home license to run.
Raquel stated that she is transitioning and will give up her day-care home license once this facility gets licensed for an infant license. Raquel stated that the center is in the middle of working with CapK and remodeling the center to add an infant component. LPA explained to Raquel that the site supervisor on file is Ada and she will need to take the site supervisor role until she can submit her director packet. If Ada is unable to fill the site supervisor role then the center has to hire someone who is qualified.
During a previous inspection it was observed that the school age room appeared cluttered with books and other alike items on top of shelves that could potentially fall on children. LPA also observed the pantry to be unlocked where the licensee stores her cleaning items and toxins like Raid, Lysol, and other alike items. The door leading to the laundry room and staff bathroom was also unlocked. LPA observed detergent and other cleaning items which were accessible to school age children. Licensee has since then corrected these items and stated that they will make sure all these items are inaccessible to children and will not store anything up high. During todays inspection the center appeared to be clean and free of toxins. LPA addressed the importance of not adding items to high mounted open shelving because things can fall and potentially harm a child. Raquel understood and stated she will remove such items.
