25 | On 08/21/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Preschool Coordinator, Storiann Camps, Maintenance Supervisor, Victor John Valdez, & Executive Director, Rocio Munoz. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Franklin Elementary School at 2400 Truxtun Avenue in Bakersfield , CA. The licensee is requesting a capacity of 24 preschool children. This program will operate on a traditional school year with an AM & PM session from 8:00 AM to 11:00 AM and 11:45 AM to 2:45 PM Monday through Friday. This program will operate in classroom labeled Pre-K. Breakfast and Lunch will be provided by the school cafeteria which will be brought over to the classroom everyday. Staff will utilize the bathroom located inside the classroom. Ill children will be isolated in the nurses office and use the bathroom located there. The classroom was observed to be clean and free of toxins. The cleaning items will be stored inside the teachers office out of reach of children. LPA observed that the Furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed.
Room measurements were taken and reviewed with Storiann, John, & Rocio. The total inside preschool area measured to an approximate 959 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 2 toilets and 6 sinks/hand washing fixtures which will accommodate the requested capacity. There is a drinking water fountain inside and outside.
The approximate outside square footage is 3,050 which will accommodate the requested capacity of 24 preschool children. The preschoolers have its own play yard that has a fence all around. The playground has an appropriate age sticker and are using rubber chips for cushioning. There is a small permanent shade structure that will provide shade. There is a Shed for children's toys that will remain locked at all times.
