On 08/21/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Preschool Coordinator, Storiann Camps, Maintenance Supervisor, Victor John Valdez, & Executive Director, Rocio Munoz. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Millie Gardett Munsey Elementary School at 3801 Brave Avenue in Bakersfield , CA. The licensee is requesting a capacity of 24 preschool children. This program will operate on a traditional school year with an AM & PM session from 8:00 AM to 11:00 AM and 11:45 AM to 2:45 PM Monday through Friday. This program will operate in classroom labeled #2. Breakfast and Lunch will be provided by the school cafeteria which will be brought over to the classroom everyday. Staff will utilize the bathroom located inside their break room that's right next door to the preschool classroom. Ill children will be isolated in the nurses office and use the bathroom located there. The classroom was observed to be clean and free of toxins. The cleaning items will be stored inside the teachers Break room out of reach of children. LPA observed that the Furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed.

Room measurements were taken and reviewed with Storiann, John, & Rocio. The total inside preschool area measured to an approximate 1,095 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 2 toilets, 1 urinal, and 3 sinks/hand washing fixtures which will accommodate the requested capacity. There is a drinking water fountain inside.

The approximate outside square footage is 11,500 which will accommodate the requested capacity of 24 preschool children. The preschoolers will share the yard with Trans-Kindergarten & Kindergarten Children. Separation will be done through separate recess times.

A waiver request was submitted and pending approval. Their are mature trees that provide shade. The Licensee is using wood chips for cushioning under the outdoor climbing structure. The play structure has an age sticker that states its age appropriate for preschool children. There are swings that have an appropriate age sticker. LPA reminded licensee to provide adequate supervision of all times since the outside area is large.

A fire clearance for 24 children was received and granted by the Bakersfield Fire department on 06/05/2020.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 09/04/2020.

Classroom

Anchor wooden kitchenette set and higher wooden play items for children’s safety
Close window in children's bathroom.

Play yard

Cover or get rid of water spicket.
Cover water lines outside classroom since their sticking out and are a tripping hazard
Shave all the threads bolts to a recommended size of 3/4 around the fence.
Add dirt/wood chips or shave off tree roots to prevent tripping.
Add Cushioning around pole structure
Repaint play structure since rust/metal is showing
Needs water Jug/igloos to have water readily available outside

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 24 preschool children.
