On 09/03/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Quality Assurance Administrator Sylvia Ortega, Quality Assurance Specialist, Elsa Navarrete. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 4032 Jewett Avenue in Bakersfield , CA. The licensee is requesting a capacity of 84 Children with a toddler component of 24 Toddlers and 60 Preschool Children. This program will operate year round from 08:00 AM to 5:00 PM Monday through Friday. This program will operate in classrooms labeled #1, #2, #3, A, B, & Classroom C. Breakfast, Lunch and 1 snack will be provided by the Centralized Kitchen which will then be brought over to the kitchen on site, prepped and delivered to all the classrooms. The kitchen is inaccessible to children in care and has hot running water. Staff & Ill Children will utilize the bathroom located next to the children's bathroom and storage. Ill Children will be isolated in the Site supervisors office. The classrooms were observed to be clean and free of toxins. The cleaning items will be stored underneath the drinking fountain which has a plastic latch in place. LPA reminded licensee to make sure the latch is always working and in place so children don't have access to those items. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed.

Room measurements were taken and reviewed with Sylvia & Elsa. The total inside preschool area measured to an approximate 2,891 square feet & the toddler component to an approximate 1,159 square feet which will accommodate the requested preschool & toddler component capacity requested. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 11 toilets and 16 sinks/hand washing fixtures which will accommodate the requested capacity. There are drinking water fountains inside each classroom. Licensee will utilize a water igloo and disposable cups for outside drinking water.

The approximate outside square footage for the Toddler area is 2,593 which will accommodate the requested capacity of 24 Toddlers.

The approximate outside square footage for the preschool children area is 3,386 which will only accommodate a maximum of 45 preschool children at one time. Licensee has submitted a waiver request and is pending approval. Separation will be done through separate recess times. The preschoolers have its own play yard that has a fence all around. Sylvia stated that they will use age appropriate toys since there is not a play structure. The Toddler Area is also fenced and has adequate shade. LPA notified Sylvia that the toddler yard will need shade. There is grass all around and LPA observed tricycles for children to play with. There is a Shed for children's toys that will remain locked at all times. LPA reminded licensee to provide adequate supervision of all times.

A fire clearance for 84 children was received and granted by the Kern C.F.D on 08/12/2020.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 09/17/2020.

Classrooms

Get (22) window screens for all classrooms missing them.
Move parent board closer to the door in preschool component.
Baseboard missing in classroom A
Get 60 Additional Cots for the preschool component.
Waiver request to recess preschool children at different times

Play yard

Shave all the threads bolts to a recommended size of 3/4 around the fence.
Get shade structure for toddler component

Documents missing: Section 1A, A11, A12, B2, B4, B8 & Financial Information Form.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 84 preschool/toddler children.
