On 09/15/2020, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Jessika Thompson conducted an announced prelicensing inspection and met with Preschool Administrator Shannon Grant. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 609 Kentucky St In Bakersfield, CA. The licensee is requesting a capacity of 14 School Age Children. This program will operate year round from 06:00 AM to 6:00 PM Monday through Friday. This program will operate in 3 school age classrooms. Breakfast, Lunch and 2 snacks will be provided and prepped in the kitchen which has hot running water. The Kitchen is outside in the playground. LPA reminded Shannon to make sure the kitchen is inaccessible to children at all times. Staff will utilize the staff bathroom located outside in the kitchen area. Ill Children will be isolated in the Directors office and will utilize the staff bathroom when ill. The 3 classrooms was observed to be free of toxins. The cleaning items will be stored in a high cabinet and/or the kitchen & Laundry area which are inaccessible to children. LPA reminded licensee to make sure the latches are always working and in place so children don't have access to those items. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed.

Room measurements were taken and reviewed with Shannon. The total inside School Age area measured to an approximate 395 square feet which will accommodate only 11 School Age Children. Licensee amended her application during the inspection. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 1 toilet and 1 sinks/hand washing fixtures which will accommodate the requested capacity. Licensee will utilize pitchers and disposable cups for drinking water. Licensee will utilize a water igloo and disposable cups for outside drinking water.

The approximate outside square footage for the School Age area is 2,118 which will accommodate the newly requested capacity of 11 School Age Children. The School Age Children have their own play area with a small play structure. Licensee uses sand to cushion the fall zones.

There is a shade structure to provide shade. There is a grass area with one tree that will provide additional shade. Shannon stated that the laundry and kitchen building that is located next to the play yard will be inaccessible to children. LPA reminded licensee to provide adequate supervision at all times.

A fire clearance for 14 children was received and granted by the Kern County Fire Department on 09/10/2020. A new Fire Clearance will be needed to reflect the newly requested capacity of 11 School age Children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 09/29/2020.

Play yard

  • The railing needs to be painted since rust and metal is showing.
  • Paint the wood railing and the side of the building wall since paint is chipping.
  • Replace the vent
  • Cover the roots with dirt or artificial grass since they are a tripping hazard.
  • Paint the play structure since rust and metal is showing.
  • Make sure the wooden fence slats are properly secured and no nails are protruding.
  • Move shelving unit


Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 11 School Age Children.
