On 03/08/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Owners, Oxana Raimondo & Anna Dulcich. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 11645 Venture Way in Bakersfield, CA. The applicant is requesting a school age capacity of 18 children ages 6-9. This program will operate on a traditional school year schedule from 7:00 AM to 5:30 PM Monday through Friday. This program will operate in the school age classroom. The center will provide a morning and afternoon snack. Oxana stated that parents are responsible to bring their children lunch which can be stored in their designated classroom. The classroom has a microwave in case food needs to be warmed up. Oxana stated they have a plan in place in case a parent forgets to bring their child lunch. Staff will utilize the bathroom located at the entrance of the center next to the site supervisors office. Ill children will be isolated in the site supervisors office and will use the staff bathroom. The staff lounge will remain closed & locked during operating hours. The laundry room and janitorial closet is inside the staff lounge and that's where the washer dryer are located and all the cleaning items will be kept.

The classroom had age appropriate toys and was observed to be clean & free of toxins. The cleaning items will be stored in the janitorial closet which is remained closed and locked. The medication & sharp utensils (knives) will be stored in a locked cabinet inside the kitchen area. LPA observed that the furniture and equipment inside the classrooms appeared to be safe and in good condition. Oxana stated that she will submit proof that there is a working carbon monoxide installed. Oxana stated that she will have a sanitation table outside the preschool & school age playground so parents can sign in/out their children. Staff are doing wellness checks & temperature checks every morning during drop off & pick up. Children will be able to wash their hands out in the preschool & School age Playground before going into the center.

Room measurements were taken and reviewed with Oxana & Anna. The total inside school age area measured to an approximate 806 square feet which will accommodate the requested school age capacity of 18 children. There is adequate storage space available for children's belongings in the classroom.

Toys and equipment appeared to be age appropriate. The school age area has a total of 2 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 18 school age children. There is a water jug in each classroom so children can refill their water bottle. Anna stated that children are required to bring their own water bottle from home. Anna stated they have extra plastic water bottles in case a parent forgets to bring one for their child. Water jugs will also be used for the outside play area.

The approximate outside square footage for the school age area is 1,752 square feet which will accommodate the requested capacity of 18 School age children. The play area has a fence that goes all around. LPA observed plenty of shade area, grass, & age appropriate equipment. LPA reminded Anna & Oxana to provide adequate supervision at all times.

A fire clearance for a total of 126 children was received and granted by the Bakersfield City Fire Department on 02/10/2021

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Inside Daycare:
· Submit proof of Carbon Monoxide.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity 18 school age children.
