On 07/09/24 Licensing Program Analyst (LPA) Denisia Jimenez conducted an unannounced annual inspection and met with Assistant Brooklyn Shepherd. Also, present was the 2nd assistant. Licensee was not home. LPA took a census and there were 14 children in care.

LPA confirmed with Assistant hours of operation are Monday through Friday 7:00 AM to 5:30 PM and other hours as arranged. LPA also confirmed the family childcare home has a working telephone service, and Assistant confirmed the phone number is 661-364-1310.

LPA and Assistant began the tour of the home inside and outside. Current facility sketch reviewed, and Assistant confirmed that the kitchen, family room, and hallway bathroom are used for providing care and are accessible to children. The living room is used for school aged children when the younger group is sleeping. All other rooms are off-limits and made inaccessible using doorknob spinners and gates.

The swimming pool is in the backyard is fenced per regulation. The pool gate is self-latching, self-closing and opens away from the swimming pool. No windows or doors have direct access to the pool area. Assistant stated there are no firearms or ammunition on the premises. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible.

The fireplace located in the living room is for looks only and is not a working fireplace. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Stairs are fenced or barricaded when children under age 5 years old are present. Safe toys and play equipment were observed. Adequate supervision was being provided during this inspection. Capacity as specified on the license was being maintained.

The outdoor play area in the backyard is fenced and there are no hazards to day care children. Assistants ensures that children in care are supervised at all times. The licensee has 2 dogs that are accessible to children. The assistants are aware of child safety around pets and accepts responsibility for any action taken by pets. The assistants are aware children shall not be left in parked vehicles and is aware car seats are used for transportation purposes only and are not used for sleeping children.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed assistant [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Their is a current roster of the children. A sample of children’s records contained all emergency information specified by regulation. An emergency fire/disaster drill has been completed and documented within the last 6 months. Licensee’s Mandated Reporter Training was completed on 04/16/22. Assistant #1 Mandated Reporter Training was completed on 04/20/22. Assistant #2 Mandated Reporter Training was completed on 05/03/24. Licensee stated her and Assistant #1 have renewed their Mandated Reporter Training but was not able to provide proof now and would send LPA copies. Licensee’s pediatric CPR/First Aid expired on 06/2023. Licensee could not provide current pediatric CPR/First Aid now but stated she had renewed it and would provide copy to LPA. Both assistants have CPR/First Aid and expire on 06/2025. A review of records indicates that all employees and/or volunteers have immunization records on file for influenza, pertussis, and measles.

All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Assistant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA and Assistant discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

The Assistant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. If you have any questions regarding the process or CARE tools, please send email inquiries to inspectionprocess@dss.ca.gov. Exit interview conducted and report was reviewed with Assistant, Brooklyn Shepherd. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA verified the RSO profile in FAS.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.

A copy of the evaluation report, Appeal Rights and the Notice of Site Visit was given and must remain posted for 30 days.
