On 05/12/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with applicant, Rocio Muniz Cereceda, husband, and children. LPA Informed Applicant the reason for the Inspection and a tour of the home was made both inside and outside. Applicant plans to make the living room, kitchen/dining room area, one bathroom, and side backyard patio accessible to children. Rocio stated that the remainder of the house is going to be inaccessible to children. Rocio has closed and locked all 3 other bedrooms and has placed a children's plastic safety door knob/spinner for extra precaution on all the doors. The closet in the hall also has plastic latches in place.

The bathroom was observed to be clean and free of toxins. Rocio has removed all toxins and cleaning supplies and placed them in the laundry room that's located in the garage which is remained closed and inaccessible to children in care. The living/dining room are is clean and with open space for children to play. Rocio has placed additional plastic locks on all the kitchen cabinets and drawers for extra precaution. Rocio has placed the knives in a high cabinet. All the medications and vitamins are stored in applicants master bedroom.

Rocio stated that she does not used the fire place but has put a gate around it so children don't have access to it. The backyard has a fence that goes all around. Rocio stated that they are going to remodel the backyard since its full of dirt and has no grass or shade. Rocio stated that she only plans to use the side patio that's next to the living room. Rocio has placed a children's safety gate so children don't have access to the remainder of the backyard and stated that she will add plastic slides and age appropriate toys in the near future. LPA reminded Rocio to always have visual observation of the children when playing outside. The storage shed in the backyard is closed and locked. Rocio stated that she does not have any pets in her home.

Grant deed was reviewed. There is a functioning carbon monoxide detector that meets statutory requirements. The smoke alarm was tested and was found operational. Applicant stated that there are no firearms, ammunition or bodies of water on the premises.

LPA did not observe any bodies of water during the inspection. Rocio has a 2A10BC Fire extinguisher that was purchased on 04/24/2020. Rocio was advised that the fire extinguisher needs to be serviced or replaced yearly. Applicant and her husband have completed the Health and Safety Preventative Training. Both of them are current with the CPR & first Aid which expires October 19, 2021. Both Rocio and her husband meet the immunization requirements per SB 792. Rocio has not taken the Mandated reporter AB 1207 Training since its not available in her language yet. Rocio understands that she needs to take it as soon as its available.

Applicant stated that she will not be transporting day care children. Applicant understands that she must have proper restraints and/or car seats for all the children under her care when transporting children. Rocio was reminded that any advertising (of day-care) such as business cards, flyers/posters, and/or signs must include facility number as per Title 22 Regulation "Advertisements and License Number" 102359 (a). Rocio was made aware that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Applicant stated that her home is smoke-free. LPA also advised applicant that fire drills are to be conducted at least once every 6 months and must be documented with date and time. A fire drill log was provided as an example.

This facility plans to provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPA discussed AB 633 and handed Pre-licensing packet to applicant. Reviewed and issued to applicant updated samples of state required forms to be kept in the children's record. Discussed information of Sudden Infant Death Syndrome and Never Shake a Baby brochure. Applicant was made aware that it is her responsibility to know the regulations for Family Child Care Home which can be accessed on-line at www.ccld.ca.gov. Also, Applicant was informed that baby walkers, jumpers, bouncers, exersaucer or any similar article are not permitted on the premises during day care hours.

The home meets the description of a safe and healthy environment for children as described in Chapter 3, Division 12, Title 22 of the California Code of Regulations and is adequate for a Small Family Day Care Home (SFDCH). Licensure as a Small Family Day Care Home capacity of 8 children will be recommended effective May 13, 2020.
