An unannounced subsequent complaint investigation visit was made to the facility by Licensing Program Analysts (LPAs), J. Velasco and S. Phouthavong to investigate allegations filed against the facility. It was alleged staff yelled at children in care; specifically, staff spoke harshly and loudly to children as a form of discipline. It was also alleged the facility was in disrepair; specifically, there are no working water fountains. It was further alleged staff were not providing adequate supervision to daycare children; specifically, staff did not assist children with conflict or injuries. Finally, it was alleged that staff was not changing child’s diaper in a timely manner, specifically, child’s diaper was left soiled on the child for extended time periods, resulting in a child getting a diaper rash. The LPAs met the facility's Director Jennifer Vincent (D1) today and spoke with her regarding the allegations. LPAs toured the facility inside and out, conducted interviews and requested facility documents.Today there were 21 children receiving care from three classroom staff. During the investigation, LPAs interviewed children, staff, and other witnesses; reviewed facility documents; and observed care being provided at the facility. Witness statements failed to corroborate the allegations. Although these allegations may have happened or be true, based on witness statements, the preponderance of evidence standard has not been met; therefore, the above allegations are found to be UNSUBSTANTIATED. This report was reviewed and discussed with D1. Appeal Rights were provided and exit interview was conducted. All licensing reports are public information and must be made available upon request for at least three years. D1 was provided with a Notice of Site Visit (NOS) to be posted in the facility for 30 days.
