On 12/17/2019 at 10:15 am, Licensing Program Analyst (LPA) Silva Garibyan conducted an unannounced Annual/Random inspection at the above mentioned facility. LPA met with Ori Zadok/Director and Andrea Jaffe, Assistant Director, who guided analyst on a tour of the facility at 10:15 am. The facility's hours of operation are from 7:30 AM to 6:00 PM.
The facility is currently utilizing 8 classrooms. Upon arrival LPA observed a total of 35 children present being supervised by 6 teachers. LPA verified that all adults have obtained criminal record clearances and are associated to the facility. The facility is currently utilizing the electronic sign in/out Facility is operating within capacity limitations. Director's office and staff bathroom are used as isolation areas for sick children. There is a separate Kitchen for Preschool use.
The following were observed during this visit:

1. Teacher/child ratio;
2. Care and supervision of children in care; teacher/child interaction;
3. Availability of drinking water to children both indoors and outdoor
Drinking water is available inside the classrooms in the form of a water fountain. Some classrooms additionally use water pitchers and some children bring their own water bottles/cups
4. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
5. Cleanliness of bathrooms, operation of toilets and sinks.
LPA inspected and observed a total of 5 clean bathrooms. There are a total of 14 toilets and 12 sinks available for children's use. Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available. Water temperature was tested and is appropriate

6. Inaccessibility of chemicals and toxins to children in care;
7. Sign in/out sheets; postings; emergency disaster drill logs.
8. Storage of children's belongings/Napping equipment.
There are cubbies for children's belongings in the classrooms. LPA observed a sufficient quantity of cots available for napping children. The bedding is stored separately and properly.
9. The director and teachers have current Pediatric CPR/First Aid training to expire in 08/2021.
10. Sample of children's files were reviewed for accuracy and completeness.
11. Sample of staff files were reviewed. Files were complete
Children are inspected for illnesses as they arrive. A review of medication policy indicated that Medication is administered by the director or teachers, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children. There is a separate area for isolation and care of ill children in the director's office. There is a cot available for each ill child. An isolated toilet and sink are available for ill children.
There are 2 kitchens on the premises. One kitchen is located near the Preschool and is equipped with refrigerator, freezer and microwave oven. Snacks are stored in air tight containers. The facility provides two snacks daily and offers a hot lunch upon request; other children bring their lunch. Hot lunches are prepared in a separate kitchen. Menus are posted in each classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food and there is hot running water in both kitchens. The preschool kitchen maintains a list of children with allergies and a copy is also kept in the child's classroom.
The following was discussed:
Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com. .Staff had taken the required training.

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded it is all staff responsibility to know the regulations as well as anyone who assists in providing care. Director and Staff were also advised on how to log into the Child Care website at www.ccld.ca.gov and sign up to receive Quarterly Updates and Provider Information Notices (PINS) by entering their personal email to receive Important Updates.

The facility was operating in substantial compliance during this inspection. No Title 22 violations were cited.

An exit interview was conducted with Ori Zadok, Director and Andrea Jaffe, Assistant Director. A copy of this report and all other Licensing reports must be made available to the public for 3 years.
