On 2/07/2023 at 8:52 AM, Antonio Almanza, Licensing Program Analyst (LPA), conducted an unannounced site visit for the purpose investigating complaint allegations received by the department on 02/02/23 associated to Complaint Control Number 58-CC-20230202132725. LPA met with Ori Zadok, Director and explained the purpose of the visit. During today’s visit there are13 adults providing care to 67 preschool children.

During today’s visit, LPA Almanza made observations and conducted interviews regarding Allegation, facility is co-mingling children with elementary school children.

The facility is located on the same premises as Citizens of the World East Campus (CWC) Elementary Charter School. The facility has security iron fencing separating the preschool from the elementary school and common areas used by parents. The facility has a metal gate with lock and chain on the playground next to the elementary school that is kept closed. There are no shared areas between the preschool and the elementary school.

LPA interviewed staff 1-5 and all 5 staff are reporting that children from the preschool only use the two playgrounds located with in the preschool. Children from the preschool do not go to the Elementary School areas and children from the Elementary school do not come to the preschool areas. Staff 1-5 are reporting that the gate located next to the elementary school is kept locked at all times.

After considering available information LPA is unable to corroborate that the facility is co-mingling children with elementary school children.

Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.
