On 09/20/2022, Licensing Program Analyst (LPA ) Suzette Ornelas met with facility director Joan Iaccino, for the purpose of conducting an annual random visit. LPA toured/inspected the facility. Facility is a 1/2 day Cooperative Nursery Program that operates from 9:00 AM till 12:30 PM Monday through Friday. The facility is open only from September till May every year and is closed during the months of June, July and August. The facility is located within Encino Park.

The facility utilizes 1 classroom/space ( the barn) which is leased from the department of park and recreation and is located at Encino Park. LPA observed 14 children and 6 adults.

Furniture and equipment was inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated and were in compliance with Title 22 Division 12 Chapter 1 regulations. Storage for children's belongings was noted to be proper and individualized.

Isolation area is located by the door or outside if weather permits until parents come and pick up children. The restroom was inspected and was orderly. Bathrooms( located at the park) were inspected for availability, good repair, water temperature, toilet paper, paper towels, soap, area safety and sanitation. First Aid supplies were inventoried and a fire extinguisher was observed to be well serviced. LPA observed a working dual carbon monoxide and smoke detector. The facility does not administer medications. Sign in and out sheets are placed on a clip board and placed by the door for parents to sign in and sign out.
Documentation of Fire and Earthquake drills, Emergency disaster plan were posted. Activity Schedule was viewed and posted on the parent board. Children bring their own lunch and they have lunch at 11 AM. Disposal of food/debris was discussed/ trash cans had lids on. Food preparation area was inspected and it met Title 22 regulations.

Storing of toxins/cleaning compounds was discussed. Cleaning supplies were stored out of children’s reach. Children bring their own water and bottled water is available as needed. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade and fencing were inspected and they were in compliance with Title 22 regulations. Climbing structures/slides and other large play equipment is found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter.

Play area was inspected for hazards, miscellaneous debris such as branches, trash or leaves or accessibility to bodies of water and none was observed. CPR and First Aid certificates was current.

LPA reviewed a sample of children’s files and observed files were complete. Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. LPA reviewed a sample of staff files and observed files were complete. LPA provided Administrator with a copy of the Disaster and Mass Casualty Plan regulation and information on ensuring the plan follows regulating requirements, to be maintained at the facility moving forward. LPA provided a copy of the Mandated Reporter training regulation and will ensure completion every two years.

Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.
This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
