On 06/06/2024 at 9:15 AM an unannounced Required – 3 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. LPA announced purpose of visit and initially met with Facility Representative (FR), Debra Goodman, Director, who granted entry to facility and provided tour both indoors and outdoors. Facility is currently licensed for a capacity of 88, per FR they have over 88 enrolled but they attend at varying times. The program currently operates a full time program with extended care option Monday thru Friday 8:15 AM to 2:15 PM and also offer part time program MWF or TTh with the same hours. Required postings were observed and LIC 125 was provided at time of inspection.

The facility is made up of six classrooms: Red Door, Yellow Door, Orange Door, Purple Door (Youngest Class at 2.5 year olds), Green Door, and Blue Door. At the initial start of the site visit, LPA observed 14 children with two staff in Red Door, 15 children with two staff in Yellow Door, 14 children with two staff for Orange Door, 13 children with two staff in Purple Door, 14 children with three staff in Green Door, and 15 children with two staff in Blue Door. Total census 81 children and 14 staff during today's inspection.

Beginning at 9:20 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPA observed surface of classrooms to be safe and clean, and child size tables and chairs available for children well maintained. LPA observed learning stations for dramatic play, math, and science with toys well maintained free of loose and sharp parts and a library area with soft seating available for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. Per FR, due to part time hours, children do not nap at the facility. Availability of drinking water was reviewed. Per FR, children bring personal water bottles which is refilled through two filtered water fillers, LPA observation confirms FR statement. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed bathroom shared by Red Door and Yellow Door to have two toilets and two sinks, Orange Door and share outdoor bathroom with one toilet and one sink, Purple Door has own bathroom with one toilet and one sink, and Green Door and Blue Door bathroom share bathroom with two toilets and two sinks, totaling six toilets and six sinks for the program.

LPA observed a first aid kit is kept hanging in a backpack in each classroom as well as additional first aid kits in outdoor play areas and in Office. LPA tested dual carbon monoxide detectors and smoke detector in Orange Door classroom and observed to be in operable condition at time of inspection. LPA observed fire extinguishers present at the facility. Disaster drill log observed posted and last drill conducted on 05/14/2024. Sick/isolation area is in Director's Office. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPA observed cleaning solutions in under sink cabinet that is locked with a magnet at time of inspection. Per FR, additional cleaning solutions are stored in locked shed.

Per FR, children bring in their own lunches from home but provides snacks. Snack menus were reviewed and observed posted. LPA observed lunch boxes kept in children's individual cubbies. Food and snacks were reviewed for availability, quantity and appropriateness to children in care.

Beginning at 9:50 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Required shade and fencing were inspected. LPA observed two outdoor play yards available for children. Outdoor Play Yard 1 has sandbox, outdoor dramatic play area, multi-level age appropriate play structure with slide, and water play area. Outdoor Play Yard 2 has sand area, bike path, climbing structure and swing set. LPA observed surfaces of outdoor play areas maintained for activities planned at time of inspection which are wooden chips cushioning material below play and climbing structure and swing set, bike path and turf grass that has cushioning built in. LPA observed a water feature in Outdoor Play Yard 2 that resembles a small rocky river that was turned off a and empty at time of inspection. Per FR, this feature requires feature to be turned on and off and water does not remain stagnant. LPA observed a variety of age appropriate toys through out the play yards such as large outdoor building blocks, bicycles and scooters, a jumping apparatus, and balancing equipment. LPA observed all materials to be appropriate for outdoor play and maintained and free of hazards at time of inspection. LPA advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to their water bottles during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Facility uses Brightwheel app for electronic sign in/out. Personal Rights of children were observed by LPA.

Beginning at 10:30 AM, staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857 for children and the LIC 859 for staff. Criminal Record Clearances were reviewed for adults and all staff present were cleared and associated to facility at time of inspection. CPR card expires on 08/2025 for Staff #2. 6 of 6 staff files reviewed did have proof of the AB1207 Mandated Reporter Training certificate on file at time of inspection. FR states there are four children requiring medication at the facility, LPA observed proper storage of medication in Office and file review confirms proper documentation maintained for 4 of 4 children with medication.

The following were discussed:
LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the FR to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. Facility Representative was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
