Licensing Program Analysts (LPAs), Silva Garibyan met with the director, Jaime Troncone, and conducted a Random -3 Year visit. LPA toured and inspected the facility in accordance with the facility sketch on 08/23/2019 at 1:45 p.m. Facility is currently licensed for a capacity of 45 children. This school-age program is held on the grounds of Anatolia Elementary School in a bungalow. Currently there are 35 children enrolled. Facility is operating within capacity limitations. There are three teachers present every day. The classrooms was found to be clean and free from any potential hazards. The facility operates from 7:00 a.m. to 8:00 a.m, and 2:30 p.m to 6:30 pm. ( M, W, Th, F) and 1:30 pm to 6:30 pm ( T). There are no bodies of water on the premises during the visit.

The following were observed during this visit:

1. Teacher/child ratio;
2. Fingerprint clearance of staff;
3. Care and supervision of children in care; teacher/child interaction;
4. Availability of drinking water to children both indoors and outdoor.
5. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
6. Cleanliness of bathrooms, operation of toilets and sinks
7. Inaccessibility of chemicals and toxins to children in care;
8. Allergy list is posted in the classrooms.
9. Sign in/out sheets; postings; emergency disaster drill logs.
10. Storage of children's belongings.

Lunches are not prepared by the school. School only provides PM snack for the children in care. Food preparation area is not accessible to children in care. Menus are posted for parents to view. LPA observed that cleaning supplies are not stored separately and away from food. There is adequate food for snacks. Trash cans used for solid waste disposal are emptied immediately after snacks and lunch and properly disposed.
Inspection of the outdoor play area was conducted. Drinking water is readily available on the play yard. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc.
The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com. . Staff had not taken the required training.



New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee was also made aware that the quarterly updates are also in Spanish.
