On 12/15/2023 at 11:45 am, Licensing Program Analyst (LPAS) Silva Garibyan and Jeanine Lipsey, conducted an unannounced Annual Required visit. LPAs met with Lorryn, Jackson-Ward, Director and toured the facility. Facility is currently licensed for a capacity of 137 children. LPAs observed 59 children and 6 teachers present at the time of the visit. Sign in/out sheet confirmed this to be accurate. Sign-in and out and procedures were reviewed. Facility uses electronic sign in and out. LPAs observed all children present today signed in at time of inspection. All children are under supervision, including visual supervision of a teacher at all times. Capacity and limitations as specified on the license are being maintained. The facility consists of six classrooms. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. The facility operates from 7:30 am to 5:30pm.
A walk through of the classrooms was conducted, the classrooms were found to be clean and free from any potential hazards. Furniture was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. The isolation room for sick students is in the Director's office. LPAs observed adequate arrangements for isolation and care of ill children. The bathrooms and toileting areas were inspected, LPAs observed toilets and sinks to accommodate the facility’s capacity. Facility is equipped with 15 toilets and 12 sinks located in the preschool classrooms. Toilets flush properly, toilets and sinks are reachable by the children in care. The bathrooms have adequate toilet paper and paper towels available. The bathrooms were found to be clean. There is adequate lighting/ventilation in bathrooms..
Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. Floors in the facility are clean and safe. There are two separated yards used for preschoolers. Both areas were observed to be free of debris. There are areas for shade and rest on both yards. Drinking water is available. LPAs observed filtered water dispensers outside. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.

The facility provides snacks only. Children bring their own lunches. Food preparation area is not accessible to children in care. Snack menu is posted for parents to view. Food preparation area is adequately equipped, clean and free from hazards. Cleaning supplies are out reach of children and stored separately and away from food. There is adequate food for snacks. There is hot and cold running water in the kitchen/food preparation area. Refrigerators(3) are clean and operating at the proper temperatures. Solid waste storage containers have tight-fitting covers and are in good repair. LPAs observed filtered water and water dispensers in all classrooms and in all play areas.

Prescription and non-prescription medication is administered by the director, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children in the director's office which has a refrigerator if needed.

LPAs observed three fire extinguishers (3A 40BC) located throughout the facility with service date of 02/22/2023. First Aid Kit was observed to be complete. Fire Drill log was observed to be complete and current. LPAs observed the following required postings: License, PUB 393 Notification of Parent’s Rights, LIC 610 Emergency Disaster Plan, LIC 9148 Earthquake Preparedness, Car Seat poster.
The facility has sufficient mats for napping. Each mat is occupied by only one child at time. LPAs reviewed a sample of children’s files and observed files were complete. Current CPR, Pediatric First Aid (Director's completed on 08/14/2023), and Mandated Reporter Training certificates ( Director's completed on 01/31/2023) were observed to be current. The name of the child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. LPAs reviewed a sample of staff files and observed one staff missing proof of immunization against measles and pertussis.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days.
