Licensing Program Analysts (LPAs) Crystal Green and Lissete Gonzalez conducted an announced case management inspection to evaluate the facility's request to add a new toddler option program. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Program Director, Rosa Guerra, who guided analysts on a tour of the facility. Also present during this inspection Choral Brown with LACOE and Early Education Program Manager, Sandra Trani. This is a head start preschool program operated by Garvey Unified School District. The facility is proposing to add an early head start toddler option program.

At 10:40 AM, Licensing staff was guided through a tour of the existing head start preschool classrooms both indoors and outdoors and the proposed toddler option classrooms along with the designated toddler option outdoor area. The facility is currently operating and LPAs obtained census. This existing preschool program has a total of 9 Classrooms called the Head Start classrooms #1, #3 - #10. The proposed toddler option classrooms will be located in Classroom #1, #2, #3, and #4. LPAs observed the toddler classroom areas to be physically separate from the licensed preschool areas and each toddler classroom has its own separate entrance. LPAs also observed that (4) toilets will be available for the children in care. There are also (4) changing tables located within arms reach of a sink.

All toilets and hand washing fixtures are in safe and sanitary operating conditions. LPAs observed drinking water available via water jug/pitcher with disposable cups available in the classroom. There are age-appropriate toys available for children in care. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All materials and surfaces accessible to children are toxic-free.

Licensing staff was guided through the proposed outdoor toddler space. There is adequate shade available via canopy. LPAs observed a refillable water cup dispenser. The outdoor play equipment was observed to be in good condition, free of sharp, loose, or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards.

Food will be provided by Garvey Unified School Districts' central kitchen. The facility will provided breakfast, lunch, and PM snacks. Per Director, isolation area will be located outdoors under a tent. As a Covid-19 precautionary measure, parent drop-off and pick-up will be conducted on the outside of each of the individual classrooms. Staff will conduct daily Covid-19 pre-screening questions and temperature checks.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. During this inspection, LPAs obtained measurements for the proposed toddler classrooms. The head start capacity will remain the same, which is currently 156 children. Based on measurements obtained today, capacity for the proposed toddler program will be thirty two (32) toddlers.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The exit interview was conducted with Program Director, Rosa Guerra, Appeal Rights and Procedures explained and provided.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
