An unannounced Required – 1 Year Inspection was conducted on 09/23/22 at 9:15 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 40. Licensing staff met with Janice Dunlop, Head Teacher in Las Flores 1(LF1). The program currently operates two programs, AM program from 8:30 AM to 11:30 AM & PM program 12:30 PM to 3:30 PM Monday thru Friday. Preschool is located in a bungalow on the campus of Las Flores School. LPA singularly toured the facility both indoors and outdoors.

At the initial start of the site visit, there is a total census of 22 children and a total census of 3 teachers present. The facility is made up of one bungalow that is shared by two classrooms, Las Flores 1 (LF1) and Las Flores 2 (LF2). LPA observed 14 children with two staff (S1 & S2) in LF1 that was playing outside upon arrival and eight children with one staff (S3) inside classroom for LF2.

Beginning at 9:30 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPA observed child size tables and chairs, learning centers for dramatic play, math manipulatives, blocks, and other toys that are age appropriate and well maintained in each classroom. LPA also observed a quiet play area available for children. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings in each classroom. Per S3, facility operates two part time programs and does not nap at the facility. Availability of drinking water was reviewed. LPA observed water fountains available in classroom and children water bottles available for each classroom. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. Classrooms share a bathroom located in the middle of the room that contains three sinks and three toilets. LPA observed wide sink with two faucets available in each classroom. LPA observed floors to be free of hazards and well maintained at time of inspection.

Snack/lunch menus were reviewed. Per Staff, facility serves AM Snack and PM snack and food is delivered from school cafeteria.

A first aid kit is kept in in a backpack hanging by the door in each classroom and was inventoried for necessary supplies. LPA observed medicines stored for C1 and C2 for classroom LF1 that meets Title 22 Regulation requirements. Carbon monoxide detectors and smoke detectors are present in the facility. Fire extinguishers have been serviced on 08/11/2022. Disaster drill log was available for review, last disaster drill conducted on 09/14/22. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. At 10:10 AM, LPA observed these items stored in off limits staff Kitchen area in a low cabinet with operable child safety lock at time of inspection.

Beginning at 9:20 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed metal climbing dome, swing set with two seats, and a large play structure with slide, monkey bars, and balance beam with wood chips under to absorb fall all well maintained. Required shade and fencing were inspected. LPA observed LF1 outside during this time eating snack on tables under shaded area. LPA Chicote advised staff, that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA observed that children have access to their own water bottles during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. All children present have been signed in with full legal signatures. Personal Rights of children were observed by LPA.

As a condition of employment for Bellflower Unified School District, all staff have been fingerprint cleared.

Confidential files for children and staff are kept in Admin Office and not available for review at facility. LPA reviewed available children's records which included: LICs 700, 702, 627, 995, 613A, and Admission Agreement. There were no staff records available for review. CPR card expires on 11/27/2023 for S3. Staff for Bellflower USD has not completed current AB1207 training. LPA discussed requirement of AB1207 training for all staff with ECE Supervisor, per ECE Supervisor she has provided the link to training online for all staff and given them this weekend to complete with a deadline of completion for 09/26/22.

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following were discussed:
Licensee (or facility representative) was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 09/23/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
