An unannounced Required – 1 Year Inspection was conducted on 09/23/22 at 11:35 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 20. Licensing staff met with Julie Vucci, Teacher. The program currently operates two programs, AM program from 8:30 AM to 11:30 AM & PM program 12:30 PM to 3:30 PM Monday thru Friday. Preschool is located in a bungalow on the campus of Woodruff Elementary School. LPA singularly toured the facility both indoors and outdoors.

At the initial start of the site visit, there were no children present. PM program children started arriving at 12:30 PM, and LPA observed ten children and two staff (S1 and S2). LPA observed some required postings on bulletin board at time of inspection. During file review, LPA observed waivers for use for outdoor play area, extra shared restroom with elementary school, and use of aide to escort children to use elementary school restroom but did not observe these waivers posted at time of inspection.

Beginning at 11:35 AM, furniture and equipment were inspected for age appropriateness and good repair. LPA observed child size tables and chairs, learning centers for dramatic play, math manipulatives, blocks, and other toys that are age appropriate and well maintained. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. Facility operates two part time programs and does not nap at the facility. Availability of drinking water was reviewed, per S1 children bring their own water bottles and they provide water bottles if needed. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed a bathroom inside classroom with one toilet and a sink outside of the bathroom available for children.

Snack/lunch menus were reviewed. Per Staff, facility serves AM Snack and PM snack and food is delivered from school cafeteria.

A first aid kit is kept in in a backpack hanging by the door and one on top of classroom sink and was inventoried for necessary supplies. Carbon monoxide detectors and smoke detectors are present in the facility. Fire extinguishers have been serviced on 08/04/22. Disaster drill log was available for review, last disaster drill conducted on 09/23/22. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. At 11:40 AM, LPA observed these items stored under sink with operable child safety lock at time of inspection.

Beginning at 12:10 PM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Facility shares outdoor play yard with Kindergarten class, LPA observed waiver on file during file review. Per S1, they do not use outdoor play yard when it is used by Kindergarten and LPA observed daily schedule indicating outdoor play time between 9:45 to 10:15 AM for AM Program and 2:50 PM - 3:20 PM for PM Program. LPA observed metal climbing dome, swing set with four seats, and a large play structure with slide, monkey bars, and balance beam with wood chips under to absorb fall all well maintained. LPA observed a larger metal climbing dome in outdoor play yard, per S1 this larger metal dome is off limits and staff supervises area to be sure it is not used. Required shade and fencing were inspected. LPA Chicote advised staff, that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. LPA observed all children present in the AM program have been signed in and out all children present for PM program signed in with full legal signatures. Personal Rights of children were observed by LPA.

Confidential files for children and staff are kept in Admin Office and not available for review at facility. LPA reviewed available children's records which included: LICs 700, 702, 627, 995, 613A, and Admission Agreement. There were no staff records available for review. As a condition of employment for Bellflower Unified School District, all staff have been fingerprint cleared. CPR card expires on 09/22/2024 for S1 and S2. LPA observed AB1207 completed on 09/22/22 for S1. LPA discussed requirement of AB1207 training for all staff with ECE Supervisor, per ECE Supervisor she has provided the link to training online for all staff and given them this weekend to complete with a deadline of completion for 09/26/22.

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Per S1, sick/isolation area for ill children is in the school's Nurse's Office.

The following were discussed:
Licensee (or facility representative) was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 09/23/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
