1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 8/4/2023, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced required Annual inspection. LPA met with Director, Kristy Knight. At 12:45 PM LPA was guided on a tour of the facility indoors and outdoors. This is a preschool program licensed for 64 children, which operates Monday through Friday from 7:00 AM to 6:00 PM. Per the Director, there are 61 children currently enrolled. The following classrooms were inspected: Rainbow Room had 9 children in care ages 3 to 5 years with 4 staff members, Teddy Bear Classroom had 9 children in care ages 3 to 5 years with 4 staff members and Grandma’s House had 20 children in care with 4 staff members, age 2 to 3 years. Staff were fingerprint cleared. Rainbow and Teddy Bear classroom are located near the Toddler playground. Grandma’s House is located near the Preschool playground. Each classroom has their own telephone line to communicate to the office. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision. Licensed facility is within the conditions, limitations, and capacity specified on the license. Preschool classrooms are currently part of a church and facility holds an infant license as well. The classroom furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. Indoor classroom was inspected to ensure that the floors have a surface that is safe and clean. Telephone service, heating, lighting, and ventilation were evaluated. Storage for children’s belongings and napping equipment was inspected and meet all regulatory requirements. Availability of drinking water was reviewed and per Director the classroom provides water with a filtered jug. The children have their own water bottles with their names written on them. Each classroom had at least 2 toilets and a sink for hand washing. Children’s toys and equipment was observed to be clean and in good repair. Page 1 of 4

Carbon monoxide detectors and smoke detectors are present in the facility. Fire extinguishers are serviced annually and was last serviced December 21, 2022. Storage cabinet in classrooms were locked and hazardous items including poisonous cleaning compounds were stored inaccessible to children. Emergency disaster drill was last conducted on 07/2023. There is a First Aid kit available inside the classrooms.

Children bring their own bedding, which are sent home at the end of each week to be laundered. Food preparation areas which are in each classroom were toured for safety, cleanliness, and proper equipment. Children’s lunch boxes were labeled with children’s names. The facility provides a AM and PM snack and parents bring lunch for the children. LPA observed and Director confirmed that meals are prepared in each classroom and a fridge, food supplies and microwave are available. Snack menu is posted in each classroom on the fridge for parents to view.

Parent Board with all required Department forms are available in each classroom for easy viewing for parent/guardians.

Outdoor playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under climbing equipment, slides, and similar equipment are cushioned with sand. There is adequate shade in the play yard with lots of trees. There is enough equipment for the children to use in the play yard. The playground is located between Grandma’s classroom and the facility building. The playground is surrounded by a partial chain link fence and wooden gate. Staff check the area for any harmful objects prior to children playing in the play area and have a rotation schedule to rake the sand each morning. The gardeners come once a week to clean the playground’s leaves and walkways.

Sign in and out sheets were reviewed for times and full signatures of parents kept in each child’s cubby. For easy access and parents are reminded of the importance of signing in and out each day their child is present at the facility.

Licensing staff reviewed staff records and they were complete. Clearance for adults and verification of CPR/First Aid, current mandated reporting certificates, educational requirements and health preventative practices documentation was reviewed. Children’s records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. All staff currently have immunization documentation. Page 2 of 4

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a childcare facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers.

Per Director there are no children currently taking medication but if in the future there were then medication is kept in the refrigerator and with authorized form and original packaging. IMS plan is available in the child’s file. Per Director there are no children currently who have an IMS Plan. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
