13 | Licensing Program Analyst (LPA) T. Tran arrived at the licensed facility purpose of concluding for the above complaint allegation. LPA met with the Center Director, Cynthia Cruz and toured the facility. LPA observed the facility maintaining proper adult to child ratios.
Based upon the evidence obtained through records reviews and interviews with staff, children, and others. On 08/27/25 there was a head injury incident involving two children. It happened during free choice time there were 12 children with 2 staff. Staff that supervised the carpet area were interacting with another child and did not observe the incident. As soon as the staff heard the child cry, appropriate care was provided, and parents contacted. LPA observed the facility maintain a first aid kit located by the director’s office accessible to staff but inaccessible to children. Therefore, due to the insufficient evidence that does not support, nor disprove the above allegation, staff did not prevent a day care from hitting another child is not valid and the facility has a fully stocked first aid kit available on site. And each classroom is equipped with a first aid kit. In this case, the allegations have been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
