On 11/9/2020, Licensing Program Analyst (LPA) Ariel Cazares met with Director Linda Moreno of the licensed facility via FaceTime. The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate a school-age component under the preschool license. This waiver will be used to due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 6:30am to 6:00pm and under the waiver the facility will serve up to 10 children starting from 1st grade through 5th grade. The facility will operate within their capacity and did not request to increase the capacity licensed for. Should the facility need to increase capacity beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, Shepherd of the Hills Preschool shall notify the Monterey Park Child Care Regional Office.

At 11:02 am LPA was guided through the facility. LPA was shown the room designated for the school-age children. There is an isolation room adjacent that will be used for an ill children. Right outside of the room there is a sign in and out table. There is a bathroom available that will be designated just for the school-age children that allows for privacy. A water jug and disposable cups were observed.

LPA was taken through the preschool classrooms, 3 of the 6 rooms are currently being used. Children were outdoors at the time of the inspection. There were 2 separate groups of children, with a total of 13 children and 2 teachers.

The playground is spacious and provides sufficient space for social distancing. The school-age and preschool children will shared the outdoor playground on a schedule and staff will clean and disinfect in between each group. Water jug and cups is are available for drinking water.

There is a check in area outside of the school. Temperatures are checked prior to acceptance into the facility. The ill isolation area for the preschool is located in the office. There is a staff restroom available for ill children. Parents are providing lunch and the facility provides a morning and afternoon snack. Drinking water is available in form of a water dispenser and disposable cups.

The facility is operating with cohorts of 12 children maximum. Facility discusses and encourages social distancing and mask wearing of children. Hand-washing posters are posted in the restrooms. Children engage in outdoor activities throughout the day. The facility is well ventilated, and doors kept open. Classrooms are being disinfected and cleaned everyday throughout the day. Toys are sanitized and rotated after each use. There is a janitorial crew that cleans after hours.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to Shepherd of the Hills Preschool. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Director Linda Moreno. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA request report be signed and a copy returned to the Regional Office.
