Licensing Program Analysts (LPAs) Jeanette Estrada Jonnisha Culbert conducted an unannounced annual inspection. Upon arrival LPAs met with Lead Teacher Joyce Naranjo. LPAs advised staff that the reason for the visit was to conduct an annual inspection. Staff informed LPAs that the Director was not yet present at the facility. LPAs took a census of the facility and observed one staff with seven children in the pre-k class and 11 children with two staff in the preschool class. The facility was in compliance with capacity requirements. LPAs also observed Adult 1 who is the ABA therapist for one child enrolled in the facility. Director arrived at approximately 10:00 AM. LPAs advised the Director of the reason for the visit. All staff present has obtained a criminal record clearance.
This is a preschool program which consists of two classrooms. Facility operates from Monday through Friday 6:30AM to 6:00PM. The facility also operates a half day program from 8AM to 12PM.
All areas identified on the facility sketch were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. The facility has central air and heating. Children have their own cubby area to store their belongings. Children are provided with cots for napping. Per Director, children bring their own bedding and it is taken home weekly to be cleaned. The isolation area is located in the Director's office. Children who are ill use the staff restroom next to the office when needed. There are two restrooms available for children to use in the facility. One restroom has three toilets and a trough style sink. The second restroom has four toilets and two sinks. Age appropriate sinks and toilets were inspected for availability and good repair in both restrooms. General sanitation was observed. The restroom was stocked with soap and paper towels for children to use.
Availability of indoor drinking water was observed in classrooms via a filtered water dispenser. Per Director, each child brings their own water bottle and it gets re-filled throughout the day if needed. Per Director, Teachers assist children with the drinking water. The facility has tested for lead contamination in drinking and results were returned with no action level exceedance. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children.

Disinfectants and cleaning solutions are stored in a cabinet in the kitchen. Per Director, there are no poisons stored at the facility and medications would be stored in the Director's office. Per Director, none of the children enrolled require medication at the moment. There is an operable carbon monoxide detector and an operable smoke detector in the facility. The outdoor playground area was evaluated. All areas around or under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. LPA observed exposed cloth material that is placed underneath the wood chips in various parts of the playground. LPA advised Director to ensure that cloth material is not exposed. There is adequate shade in the play yard. During this visit, availability of outdoor drinking water was not observed when children were playing outside. Per Staff, children are accompanied inside to use their water bottles if required. LPA advised Director to bring water bottles out during outdoor play time. A water dispenser was observed outside during the afternoon playtime.
Per Director there are no firearms stored on the premises. There are no pools or bodies of water at the facility. Per Director wading pools are used during summertime. LPAs advised for extra supervision and to ensure that pools are emptied after each use. The 2A10BC fire extinguisher was last serviced in February 2024
Children’s Records were reviewed for completeness.
LPA also reviewed staff records. Staff have completed EMSA approved First Aid/ Child infant CPR certification. Certification for all staff present expires in September 2025. Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. Staff present did have proof against TB, measles, pertussis, and influenza.
Children's roster was reviewed. Sign-In and Sign-Out sheets were reviewed. Disaster drill log was available, last drill was conducted on February 14, 2024. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. Per Director Menus are provided to parents monthly. Menus for the past 30 days are available upon request. LPA inspected the food preparation area. The facility provides two snacks and children have the choice of bringing lunch from home or using the outside food vendor. LPA observed children's lunch containers labeled with their names. LPAs advised Director to update menus to reflect food provided to children. LPAs advised Director to ensure that refrigerator is kept at 45 degrees. First Aid supplies were observed in the facility, accessible to staff.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days.
