On 06/17/2021 at 9:09AM, Licensing Program Analyst (LPA) Steven Tung conducted an unannounced required inspection. A risk assessment was conducted prior to entering the facility and licensing staff wore appropriate personal protective equipment (PPE). LPA met with Administrator Heather Daly, who guided the LPA on a tour of the facility. This is a preschool age program licensed for 58 children which operates Monday – Friday from 7AM – 6PM. Per Administrator, there are 27 children enrolled.

LPA obtained updated facility sketch and all areas identified on the sketch were inspected. The following staff was present during this inspection: Caterpillars Class: Staff #3 with 6 children; Busy Bees Class: Staff #2 with 10 children; and Tiny Turtles Class: Staff #1 with 3 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision. The licensed facility is within the conditions, limitations, and capacity specified on the license.

LPA observed the facility to be clean, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free.

Food menus were reviewed to ensure that they are being posted at least one week in advance and visible to parents and/or authorized representatives. The facility provides AM snack, Lunch, and PM snack. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. There is drinking water available in all classrooms. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in an area inaccessible to children. Administrator states that there are no poisons stored at the facility.

LPA observed that there are smoke and carbon detectors in the facility.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. LPA observed standing water from the recent rain that was accessible to children in the 2 playgrounds next to the Tiny Turtles class and the Busy Bees class. Administrator and staff informed LPA that children have only been playing on the playground next to the Caterpillars class. Administrator immediately emptied the standing water.

Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

LPA discussed the safe sleep regulations with the Administrator and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Administrator of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
