Licensing Program Analysts (LPA's), Bardo Baluyot and Crystal Green conducted a Required Annual site inspection. LPA's met with Teacher, Maria Aguilar. LPA's conducted COVID risk self-assessments upon entry. LPA Green is concurrently conducting a Case Management inspection for a capacity increase of 22 children and room addition which will be called New Temple AM 2 and will use an existing/adjacent portable licensed to Surround Care school age program #191595236 on the same site. Options for Learning Head Start operates on the campus of New Temple Elementary School. At this time, the Head Start program offers two sessions: a morning session from 8:15 AM-12:15 PM and an afternoon session (Duration) from 12:15PM - 5:15PM.

Participants attending the program use one of two portables. The portable facing the street is designated for the preschool program. Furniture and equipment were inspected for age appropriateness and good repair. The room is well ventilated via central air/ heat. The refrigerator, microwave and electric oven were observed to be clean. Carpeting and flooring were also observed to be well maintained. Availability of drinking water is provided via water jug and disposable cups. Cleaning solutions are stored inside cabinets that are not accessible to children. There is a door separating the small kitchenette area and the classroom. Children have cubbies and/ or hooks to store their personal items in. LPA reminded staff that hanging coats or other personal items must not touch. A variety of games and other learning materials are available. A staff and children's restrooms are available inside the class room.

Menus were reviewed for availability, quantity and appropriateness to children in care. The program offers meals and snacks to its participants. According to staff, the morning session is provided with breakfast and lunch, while the PM session is provided with lunch and an afternoon snack. Meals are prepared by Options food program which follow Federal Food Guidelines. Meal menus, license, car seat law, parents' rights for centers, emergency disaster plan and all other posting requirements were observed to be posted.

The playground is not exclusive to the preschool program as it is shared between Options Surround Care School Age and Head Start Programs. Per Ms. Aguilar, when both programs are in session, a staggered schedule is followed to avoid co-mingling of different age groups. The yard is completely fenced with chain link fence. The playground includes hard yard and grassy areas where children can engage in social play and ride tricycles. There is also a climbing structure and swings which appear to be well anchored and are surrounded by rubber padding to absorb falls. A sandbox, which is covered when not in use, is available for children as well. Per staff, a pitcher and cups are taken outdoors to ensure that children are provided with water freely and as they wish. First Aid supplies are kept in a fanny packs and box and were inventoried for quantity and expiration dates. Staff's first aid/CPR expires 7/20/2024.

LPA's observed 4 staff with 8 children. Adequate Teacher-child ratios were observed on this date. Head Start's roster was available and up to date. An Emergency Disaster Drill log is kept. The program conducts routine emergency drills (last recorded 10/2022). Sign in and out sheets and procedures were reviewed. Sign in sheets were observed to be complete/accurate. Children are signed in by parents and/ or guardians upon arrival.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No staff or children's files were reviewed during today's visit. Main staff and children's files are stored at the Options Head Start main office, located at: 464 W. Woodbury Road, Pasadena, CA 91001 (626) 204-8900.
