Licensing Program Analyst (LPA) Cynthia Reyes, conducted an unannounced site Inspection to inspect and measure the requested Toddler Option for capacity determination. LPA met with Kym Allen, Facilities and Licensing Planner. Due to COVID- 19 precautionary measures were taken during the entire inspection and all individuals present during this inspection wore appropriate personal protective equipment. The licensee is requesting a capacity of 8 toddlers (18 to 36 months) and is already licensed for 101 Preschool (2-5). Days & Hours for the proposed toddler option will be Monday- Friday 7:30 AM-3:30 PM.

Arroyo Child Development Center consists of four portables located on the east side of the Arroyo School campus. The portables are segregated from the elementary school by a chain-link fence and by the parking lot by a wrought iron fence. One portable contains rooms HS1 and HS2; the second contains rooms HS3 and HS4; the third contains rooms K1, K2, and K3; and the fourth contains rooms K5 and K6. Room K1 will be used for the new Toddler Option. Please refer to previous report dated 08/09/2019 Case management licensee initiated inspection for details of the preschool program.

At 10:00 AM, Licensing staff was guided through a tour of the proposed toddler option classroom (K1), the designated outdoor area, and the existing preschool program. LPA observed that a bungalow that housed rooms K5 and K6 has been removed and a toddler play yard with an apparatus has been added in place of the bungalow. Alterations have been made to the exterior of the facility. The facility is currently operating and LPA obtained preschool census. LPA observed the toddler classroom K1 area to be physically separate from the Preschool classrooms. LPA also observed cots available from the toddlers. A bathroom is located in the class room with two toilets and one sink inside and one sink on the outside of the bathroom. A changing table is located on the wall outside of the bathroom and will be moved inside the bathroom in hands reach of a sink. All toilets and hand washing facilities are in safe and sanitary operating conditions. LPA observed drinking water available via water cooler with disposable cups available in the classroom.

There are age-appropriate toys available for children in care. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts and age appropriate. All materials and surfaces accessible to children are toxic free. There is a fully equipped first aid kit available in the classroom. Individual storage space was observed to be available for each child.

10:30 am Licensing staff was guided through the proposed outdoor toddler play space which is located outside at the end of rooms K2 and K3. There is no adequate shade in the outdoor play area except for inside 2 small play structures. The outdoor play equipment was observed to be in good condition, free of sharp, loose, or pointed parts and age appropriate. Outdoor activity space surface is maintained in a safe condition as is free of hazards. The play yard is not surrounded by a fence and is open to the grass area that is shared by the preschool. Mr. Allen stated he will have a fence constructed to enclose the toddler yard for separation. LPA consulted regarding moving the toddler option to room K3 which is close to their own outdoor play yard, so they will not have to walk through the preschool yard to get to their own yard. Mr. Allen agreed to have the Toddlers in Room K3 and move the preschool to K1 which has the same capacity of 8 children.

Facility will provide linen for the week and linen will be cleaned at the end of each week. Teachers present must have proof of the required infant units on file and meet the qualification requirements.

During this inspection, LPA obtained measurements for the proposed toddler classroom (K1), however the toddler option will now be in room (K3) measurements were determined to be the same. Based on those measurements obtained, capacity for the proposed toddler program will be (8) eight, and the preschool capacity will remain the same at 101. Corrections needed before a license can be granted are, 1) Fence around the toddler option play grand, 2) Shade in the outdoor play yard, 3) Notification to LPA of the removal of the bungalow and play yard added for the toddlers.

11:30 am Exit interview conducted with Kym Allen and a signed copy of this report, notice of site visit and appeal rights were provided on this date. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative.
