On March 12, 2025 @ 2:15 pm Licensing Program Analysts (LPAs) Lilli Babcock and Monica Ruiz conducted an unannounced annual inspection to the above facility. A COVID risk assessment was conducted. LPAs met with Licensee, Margo Haber, to whom the reason for the visit was explained. LPAs observed 12 children, and 2 assistants present at the time of our arrival. Per Licensee, there are 15 children currently enrolled. The licensee was observed to be operating within the license capacity limitations at the time of inspection.

Licensee states there are 2 adults and no children living in the home. All adults living in the home have obtained a criminal record clearance.

This is a two-story home. Downstairs is available to children and consists of 4 bedrooms, 2 bathrooms, living room, dining room, kitchen, and laundry area. The second floor, which is off-limits, has a gate on the stairs to make the upstairs inaccessible to children. The second floor of the home contains an office, master bedroom and bathroom. The backyard contains a play/day care room, storage shed locked with a key lock, jacuzzi with child safety locks, and a covered patio. There is a front yard, which is off-limits to children in care.

The children have access to the entire first floor of the home and the backyard. Licensee guided analysts on a tour of the facility. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed.

Facility License, Emergency Disaster Plan, Parent’s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the day care room. A current children’s roster was available for review.

There is telephone service via a cellphone that stays at the facility during operation hours. Hours of operation are Monday through Friday, 7:00 AM to 6:00 PM. Licensee cares for children ages 0 weeks to 12 years old. There is central air and heating in the home. LPAs observed a fireplace in the living room that is screened and the opening of the screen is zip-tied making it inaccessible to children. Licensee states the fireplace is gas operated and they do not use it.

Detergents, cleaning compounds, and medications were observed to be stored in a locked cabinet above the washing machine and was inaccessible to children at the time of inspection. Per Licensee, there are no poisons on the premises, and none were observed on this day. LPAs advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home, and none were observed on this day.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 12/14/2024, as indicated on the service tag. Smoke and carbon monoxide detectors were tested and were operable on this day.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last fire drill conducted was 3/4/2025.

The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children, such as toy cars, dolls, play kitchen, books and sensory toys. Appropriate sleeping arrangements in form of cots were observed.
Licensee states she is caring for 2 infants currently. LPAs observed the children’s files to be complete.

Currently, children are using the back yard for outdoor play time. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys such as a riding and push cars, trikes, a playhouse, and other materials for children to play with. Children’s records were reviewed, including emergency information, and were observed to be complete. Licensee’s records were reviewed and observed to be complete. LPA observed that the Licensee does have proof of pertussis, measles and influenza immunizations, and the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file with expiration on 12/2/2025.

The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR with the American Red Cross expires on 1/13/26.

LPA issued an LIC 857, Children’s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children’s files reviewed during this inspection.

There are 2 cats on the premises and their belongings are kept upstairs. Per licensee, cats are accessible to children in care and have immunization records.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA did not observe the following items during the inspection: Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Margo Haber confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.
