Licensing Program Analyst (LPA) Seung Lee conducted an unannounced required inspection.. LPA met with Director, Fiona Mersley, who guided Analyst on a tour of the facility. This is a preschool program which consists of five (3) classrooms, and days and hours of operation are Monday thru Friday, from 7:00 AM to 5:00 PM.

All areas identified on the Facility Sketch were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Adequate lighting and ventilation were observed in each classroom. Napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. Each child has a fold-up blanket, which is taken home at the end of the week. Storage for children's belongings was inspected. Age appropriate sinks and toilets were inspected for availability, good repair, toilet paper, area safety and sanitation. LPA observed trash cans with tight fitting lids.

Snack menus were reviewed. Snacks were reviewed for availability, quantity and appropriateness to children in care. Children bring their own lunch and snacks. Snacks are provided to children who did not prepare their own from home during AM and PM snack times per Director. There are water fountains in all classrooms where a water dispenser is provided with plastic cups.The children bring their water from indoors outside during outside play time.

At this time, the room adjacent to the office is used as an isolation area for ill children. There is a small couch available for ill children to use and the children will use the staff restroom.

During this inspection, LPA advised the facility to refer to the latest California Department of Health guidelines for Child Care Centers.

Areas around and/or under climbing equipment has sand to absorb a fall. There is also a cemented area for children to ride their bikes. There is outside shade for resting and required fencing was also observed. Outdoor play equipment was observed to be in good repair.

Teacher child ratios were observed and staff names recorded. Sign in/out sheets and procedures were reviewed with Director.

Staff and children records were reviewed for completeness and an inspection of required forms was made. A copy of the Confidential Name List (LIC 811) was provided to the licensee. No bodies of water were observed on the premises.


Incidental Medical Services (IMS): Administrator states that there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee how to access forms and regulations on line at: www.ccld.ca.gov.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
