Licensing Program Analyst (LPA) Seung Lee and Fabiola Vasquez conducted an unannounced random inspection. LPAs met with classroom lead teacher Diana Valles who guided analyst on tour of facility. This is a state funded preschool program located on the Janson Elementary School site, RM 43 and RM 42. The two classrooms run half day program. LPAs arrived during the afternoon session provided at room 43 which runs from 12:30PM-3:30PM. All areas identified on the Facility Sketch were inspected. The following staff was present during this visit: Room # 43: 22 children with 3 staff members.

PHYSICAL PLANT- Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Teacher stated that a custodian does come and clean the classroom and any hazardous cleaning products used by classroom staff are inaccessible . LPA observed cleaning compounds locked in a cabinet inaccessible to children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing sinks are safe, sanitary and are operating properly. All floors are clean and safe. There is a drinking fountain accessible to children indoors and outdoors.

Lunch menu was observed to be posted. Lunch is provided by the Rosemead School District from the elementary school cafeteria. Children eat their lunch inside the classroom and not the cafeteria. Containers used to discard food in the classroom have tight fitting lids at this time. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard.

LPAs observed that 2 out of the 3 staff members present today have CPR and first aid that expire on 08/2020. Since this facility runs two half day programs children do not take naps at the facility.

Incidental Medial Services (IMS). Teacher stated that medications is administered at the nurses office located on the campus. Medications administered can include prescription inhalers and Epi-Pens which will be administered by the classroom staff and kept in the off limits cabinet with the first aide kit. Therefore, the facility does offer Incidental Medial Services (IMS).

Facility was observed to have a complete roster of current children enrolled. Individual files for children enrolled and hired staff are accessible at the main office building located 3907 Rosemead Blvd. The complete roster available was observed to have the name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. File review will have to take place at a different time at the Main office which not located on campus.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

There were no deficiencies cited during today’s inspection

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with teacher Diana Valles, including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role.
