25 | Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced random annual inspection. Upon arrival at 10am, LPA met with Director Gwen Blackmon. At 10:10am, LPA was led on a tour of the facility. This is an Infant program which consists of 5 classrooms (3 in use at this time). There is a preschool licensee for the facility #191501974. Facility is attached to USC Arcadia Hospital. Per licensee, there are currently 22 enrolled in the program. Hours of operation for this facility are 6:30am-6:30pm Monday-Friday.
Licensing staff observed all required forms/publications to be posted in the office. Snack menus were reviewed to ensure that they are being posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request.
PHYSICAL PLANT: At 10:10am, LPA entered and inspected Infant #3 (4mo-1yr): 5 children with 2 staff members, Green Room (1-2yrs): 7 children with 2 staff members, and Toddler Purple (1-2yrs): 7 children with 2 staff members. Toddler Blue and Infant #2 are not uses at this time. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All floors are clean and safe. Cots and mats are used as napping equipment were observed in the infant program. LPA observed napping cots for infants. Sleeping area is physically separated and staff were observed supervising children at all times. LPA discussed with Director that they would check with Department regarding the requirement of Cribs in the center. Per Director, bedding is provided by the parents for young infants and older infants use bedding that is replaced and cleaned by hospital. All food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. Snacks were reviewed for availability, quantity and appropriateness to children in care. This facility provides breakfast, AM snack, lunch, PM snack, and dinner snack for those who stay late. LPA observed the diaper changing table to be at least one inch thick, with raised sides of at least 3-inches, and within arms reach of the sink.
