Licensing Program Analysts (LPA), Anomeh Eivazian and Nolan Tcheng, conducted an unannounced complaint inspection to the above facility in regards to the above allegation. LPAs met with Billie Turner, Director to discuss the above allegation. During this inspection there were 21 infants present in the facility.

During this investigation, LPA Eivazian conducted interviews with Complainant, Director, and staff. LPAs obtained name of the children who were exposed to hand, foot, and mouth disease from 04/11/19 to 05/13/19, 06/19/19/ to 08/19/19, and 01/03/2020 to 01/27/2020. Also LPAs obtained name of children who were exposed to pink eye from 01/12/2020 to 02/12/2020.

Per staff#1 and staff#2, teachers use Clorox wipes, sanitizing sprays to clean surfaces and toys, also teachers use water and bleach to disinfect toys daily and air dry.

During this inspection staff#1 stated that she confirmed with teachers that teachers currently only use water and soap to disinfect toys and they do not use water and bleach.

Per staff#3 and staff#4, teachers use water and soap to disinfect toys daily and let it air dry. Also per staff#3 and staff #4, teacher use Clorox wipes and sanitizing sprays to clean surfaces and toys.

Per facility director, from 04/11/19 to 05/13/19, 3 infants, 06/19/19 to 08/19/19, 15 infants, and 01/03/2020 to 01/27/2020, 6 infants were exposed to hand, foot, and mouth disease. Also, from 01/12/2020 to 02/12/2020, 3 inants and 6 teachers were exposed to pink eye.

Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been meet, therefore the above allegation is found to be SUBSTANTIATED at this time. California Code of Regulations, 101438.1(f)-- Infant Care General Sanitation, is being cited on the attached LIC9099D.

Exit interview was conducted with Billie Turner, including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role. A copy of this report and all other Licensing reports must be made available to the public for 3 years.

Infant Care General Sanitation. A disinfecting solution, which shall be used after surfaces and objects have been cleaned with a detergent or other cleaner, shall be freshly prepared each day using 1/4 cup of bleach per gallon of water.
