On March 2nd, 2020 at 9:30 am, Licensing Program Analyst Lisa Rios went to Covenant Preschool in Westchester to conduct a 1 year Annual Required Inspection. LPA Rios was greeted by Director Kathleen Sultan and taken on a tour of the facility. The facility operates from 9:00am-12:00pm with a single class that is open Monday-Thursday until 2:00pm. LPA Rios confirmed that all adults have criminal record clearances, are associated to the facility, have CPR that is good until 10/2020 and current Mandated Reporter Training.
The facility is made up as follow:
There are 5 classrooms.The Butterfly and Dolphin Classrooms have 4-5 year olds, with 10 children in the Butterflies and 2 teachers and 17 children in The Dolphins and 2 teachers, with a floating teacher that moves between the 2 classes. The two classrooms are jack and jill rooms divided by a shared bathroom. The bathroom in between the classrooms has 1 sink and 1 toilet. Outside the classrooms in an adjoining building to the right of the kitchen there is another bathroom that the 2 rooms use that have 2 more toilets and 2 sinks. The Teddy Classroom and the Bunny Classroom have 2-3 years old with 11 children in the Bunnies with 2 teachers and 11 children and in the Teddy's 8 children and 2 teachers, with a floating teacher between 3 classrooms. The Bunnies have their own bathroom with 1 toilet and 1 sink. The Teddy's and Koala's classrooms are also Jack and Jill rooms divided by a bathroom that has 2 toilets and 2 sinks.
The 5th classroom is called The Koala's. They are made up of 4 year olds and have 14 children and 2 teachers.
Inside: Each classroom has the required working carbon monoxide/smoke detectors, age appropriate toys, cubbies with personalized belongings, a complete 1st Aid kit that goes outside with the teacher when the children go outside. There are snack menus posted in each class along with any children that have food allergies. There is drinking water available both inside and outside for the children, emergency drills are posted and emergency evacuation plans in each class. Fire extinguishes can be found outside the classrooms strategically placed near each class and were serviced on March 27th, 2019. The kitchen is located on the westside of the complex next to the Dolphin Classroom. It was clean and inaccessible to children. LPA did not observe any sharp objects, toxins and hazardous materials accessible to children in the kitchen or the classrooms.

Assembly Bill (AB) 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.

Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com


Please Note: We have recently made changes to our website. The general training for mandated reporters is now a required prerequisite for all the profession-specific trainings. The general training is a one-time prerequisite and needs to be completed prior to completing the profession-specific training for the first time using the updated online platform, launched in December 2018. The general training does not need to be retaken when you renew your profession-specific training certificate in subsequent years. Altogether, the general training and the profession-specific trainings meet the training requirements of the California Child Abuse and Neglect Reporting Act (CANRA), Education Code for school personnel, and Health and Safety Code for licensed child care providers.

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Outside:
The yard is outside of the Bunny, Teddy and Koala Classrooms. It is shared by all 5 classrooms with no more than 30 children at one time. During the tour of the facility, LPA Rios observed just 1 classroom and 2 teachers outside. The play yard is filled with age appropriate toys and activities with teachers stationed in different zones to provide adequate supervision of the children at all times. There is a space that is gated outside of the Teddy and Bunny Classroom that has toys and equipment that is age appropriate to the 2-3 year olds. There is water stationed in 2 places on the yard with coolers that have spouts and cups next to each.
The Director has been reminded to report children injuries requiring medical treatment and other special incidents. The Children's Personal Rights is posted, and the licensee has been instructed to report Personal Rights Violations.

A review of both the children's files and staff files shows that all immunization's are current and required LIC Forms are included. The Director has been instructed that 2 teachers have 9 units each in CHDV and are qualified as Teacher Aids. All classrooms are operating within Capacity and Ratio limits.

The following items were discussed with the Director:
Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.
