On 12/31/2020 at 9:00 am. Licensing Program Analyst (LPA), Judy Laureano conducted a virtual inspection with the purpose to provide technical assistance and ensure the facility is safe for the care and supervision of children in care. Due to COVID-19 state of emergency a Licensed Child Care Center waiver was granted on 12/24/2020 for the facility located at 10822 Wilshire Blvd., Los Angeles, CA 90024 to use two unlicensed rooms, Hoffman Hall and Downstairs lounge, as alternate classrooms to provide child care services to children 2 years and 6 months to 6 years old not to exceed their current licensed capacity of 80. Program operates Monday through Friday from 8 am to 5 pm and will accommodate cohorts of no more than 12 children per stable group.

Director, Brianne Naiman lead LPA Laureano on a guided tour of the 2 unlicensed rooms requesting to use.
Fire clearance on file dated 11/07/2020. The facility will utilize Hoffman Hall and the Downstairs Lounge as alternate classrooms.

Check-in will take place at the entrance of the facility by the playground. LPA observed a sink and floor makings to encourage 6 feet of distance between families when they arrive. Families are to complete a series of health questions via a parent application the facility uses; Parent Square. Staff then will take the child's temperature and walk them to either the play yard or the classroom. Cohorts alternate the outdoor time, only one cohort at a time, allowing staff to disinfect and clean yard before the next cohort. If child becomes ill during the day, they will stay in the isolation area located in the Center Directors office or Hoffman’s hall until their parent/ guardian picks up. Child's guardian will be contacted immediately for pick up. The Department of Public Health will be contacted regarding any COVID-19 illness.

A second check in station is located by the second entrance parking lot. Parents will park and walk over to the check in station where LPA observed floor markings, signage and a sink for hand washing. All children and adults wash their hands before signing in, families complete a series of health questions via parent application. Staff escorts child to their cohort.

Due to COVID-19, parents are not allowed to go into the facility. Program currently has 8 cohorts that are always separated and alternate outdoor time. The cohorts will alternate using Hoffman Hall when weather does not permit outdoor time.

LPA Laureano observed Hoffman hall to have floor makings and will be used as an alternate outdoor space. Director stated that each classroom/cohort have their individual outdoor materials they will clean and disinfect when using Hoffman Hall. Hoffman Hall has a bathroom that will be used and clean in between usage. LPA Laureano observed a sink, a toilet and a changing table. Disinfecting products were observed on top of the changing table that is secured to the wall. LPA Laureano observed products to be inaccessible to the children in care.

LPA Laureano observed the downstairs lounge that has been set up as a classroom. The downstairs lounge will be accessed through the door around the playground down the corridor. LPA Laureano observed a blue line marked on the floor to help guide you to the space. LPA Laureano observed a few steps down that leads you to room 5/ lounge. It has a floor to ceiling patrician that divides the space. LPA Laureano observed child appropriate materials around the space. Floor makings designated indicating where chairs and tables are placed to ensure the 6 feet of social distance. For lunch and or snack, only 1 child per table is allowed. Classroom was observed to be safe for the children in care.

Children will stay with the same group as assigned and will not be moved from one group to the other. No more than 14 people in a cohort (12 children and 2 adults) and groups must be kept physically separated. Social distancing of 6 feet between children is expected, if unable to maintain a 6-foot distance then facility will have to reduce the number of children in each cohort. Director stated they only have 1 cohort with 12 children, the rest of the cohorts have 11 or less.

LPA Laureno discussed the terms and conditions of the waiver and facility will ensure compliance with all terms and conditions of the Temporary Waiver and will adhere to Public Health guidelines and directives.

To further ensure the health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility.
