On 07/29/22 at 1:06 p.m. Licensing Program Analyst (LPA) Doris Whitmore met with Director Yuli Mihara for the purpose of a unannounced required inspection for the Preschool program. LPA Whitmore toured the facility, all identified rooms per facility sketch were inspected. In the Summer Preschool operates Monday through Friday 7:30 to 4:30 p.m. Hours will be 7:30a.m. to 6:00p.m. in September 2022 Preschool is located on the property of Riviera United Methodist Church. At the time of the inspection there were 13 children and two teachers. LPA observed children taking a nap.

Upon arriving at the preschool LPA observed 13 preschool children being supervised by two teachers. LPA observed 2 classrooms for instruction. Classroom #1 is used for 2-year-olds, and Classroom #2 is used for ages 3 t& 4 years old. LPA observed sign/sign out sheets accurate in each classroom. Facility is operating within capacity limitations.

A walk through of each classroom was conducted, classrooms were found to be clean and free from any potential hazards. LPA observed classrooms to have dramatic play, arts/crafts, reading and learning activities.
Furniture in each classroom was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Drinking water is readily available for the children. Director states that the isolation area for sick students is located in the Director's office on a cot or mat. Napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. Preschool children nap in the classroom.
The bathroom area was inspected, there are sufficient toilets and sinks to accommodate the campus capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. Bathroom is clean and has adequate toilet paper and paper towels available. There is adequate lighting/ventilation in the bathroom.

Preschool provides two snacks per day. Parents provide lunch for their children. Preschool does not provide lunch. Cleaning supplies are out of reach to the children and is stored separately in a locked room. LPA observed snack menus posted on the board in the classrooms. LPA observed a small kitchen area in classroom #1. Kitchen is inaccessible to children and behind locked door for safety. The outdoor area was observed to be free of hazards, loose and sharp parts. LPA observed two gates around the playground. Equipment was inspected for safety.

LPA observed a Fire Extinguisher, working Carbon Monoxide, Smoke Detector, and checked a fully First Aid. LPA reviewed a total of 10 children files with required documentation and two teaching staff and the director files. All children files were complete. LPA shared information about the Blue Immunization Card. LPA shared information with the Director about the Mandated Reporter Training.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The facility was found to be in compliance per Title 22 regulations, Type A and B deficiencies will not be cited today

Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1st offense and up to $3000.00 for the 2nd offense within a 12-month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation. The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents. The information regarding new legislation with regards to exemptions and Parent’s Rights was also discussed.



The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).
An appeal may be filed, in writing 15 business days from the date of receiving the penalty assessment.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on childcare

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed influenza waiver with director.
