On 1/26/2022, at 10:00 AM, Licensing Program Analyst (LPA) Susann Sanchez conducted an unannounced complaint inspection to deliver findings for the above allegations. LPA met with Shelia Palmer. LPA observed all the children outside at 10:17am with 5 staff members. At 10:25am an additional staff came outside. The facility was operating within teacher/child ratio and in compliance at the time of arrival.
LPA Chambers toured facility on 07/26/21 observing children playing outside on the playground. On 11/04/21, LPA observed the children napping. LPA observed Classroom #2- One teacher with 12 children, Classroom #3 - One Teacher Director and extra teacher with 13 children, Classroom #4 - One teacher with 13 children with Director and an additional teacher for ratio and supervision. There was a total of 38 children in attendance. During two unannounced inspections, LPA observed classrooms to be within ratio. The Director hired a new teacher to join the staff in November 25, 2021. LPA confirmed this through Guardian system. Interviews conducted with staff indicated that sometimes children are transferred to the other classrooms to maintain ratio. The classrooms were observed to be connected for ease of transfer if needed. Although facility was reportedly observed to be out of ratio, LPA did not observe the facility to be out of ratio during multiple visits while children were awake and when napping. Interviews conducted did not corroborate the allegations.

LPA conducted interviews with staff and observed staff working with children in care on 07/26/21 and 11/04/21. LPA observed children and staff were wearing masks. Interviews revealed wellness checks are performed when children are dropped off. The center also cleans and disinfects. Children wash hands before meals and after play. Staff wear disposable gloves during diapering duties. Although it was reported that staff were not following Covid mandates and staff were not using universal precautions, observations and interviews conducted did not corroborate the allegations.
All staff interviewed denied speaking inappropriately to children. They also denied yelling or raising their voices. There were no witnesses found to corroborate the allegation.
Interviews were conducted with all staff and parents who all denied Inappropriate forms of punishment to children in care. Although it was reported that these allegations occurred, LPA was unable to find any witnesses to corroborate the allegations.
Although the above allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore at this time the above allegations are unsubstantiated.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Shelia Palmer.
