Licensing Program Analyst (LPA) Warren Birks conducted an unannounced complaint inspection to deliver findings for the above allegation. LPA met with Director Lisa Clinton who assisted with providing information and assisted with the overall inspection.

During the course of the investigation, LPA conducted interviews with children and staff. LPA also reviewed policies regarding covid safety precautions. LPA received no disclosures indicating anyone witnessed the allegation and therefore it was not corroborated. Staff indicated that the complaint is more about an individual or individuals who disagreed with the Los Angeles (L.A.) County Covid guidelines.

Staff informed LPA that the facility is required to operate under the L.A County guidlines. However, operating under those guidelines may have caused awkwardness among individuals who may disagree. However, staff communicated that regardless of differing viewpoints (on the County Guidlines); all children at the facility are treated with love and respect. CONTINUED

Although the above allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore at this time the above allegations are Unsubstantiated.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Appeal rights explained and given to Director Lisa Clinton.
