On 11/4/2020 at 3:00 pm, Licensing Program Analyst (LPA), Deborah Lowe conducted a virtual inspection with the purpose of this inspection is to provide technical assistance and ensure the facility is safe for the care and supervision of children in care. Due to COVID-19 state of emergency a Licensed Child Care Center Provider waiver was granted on 11/3/2020 for the facility located at 2900 W. Carson Street, Torrance, CA 90503 to care for children ages 2-6 year-old due to COVID-19.

Director, Shirley Becker lead LPA Lowe on a guided tour of facility.

Fire Clearance from Torrance Fire Department Fire Prevention Unit approved fire clearance on file dated 9/1/2020. The facility will utilize room B-2 for childcare of ages 4-5 year-olds.

Check-in will take place at the front entrance of facility. Facility is using an AP that parent answer three COVID-19 heath questions before staff take the child's temperature. If child becomes ill during the day, they will stay in the isolation area located in the Center Directors office until their parent/ guardian picks up. Child's guardian will be contacted immediately for pick up. The Department of Public Health will be contacted in regard to any COVID-19 illness.

LPA Lowe observed children and staff wearing mask. The room to be used as part of the waiver is room B-2. Room B-2 was observed to have age appropriate furniture including tables and chairs set up for social distancing, two doors, smoke detectors, outlets have covers. The bathroom available to the children occupying room B-2 is located in the hallway of the preschool building, boys bathroom was observed to have 2 stalls, 1 urinal, and 2 sinks. The girls bathroom was observed to have 3 stalls and 2 sinks. Room B-2 was observed to have a sink at the child level along with two ceiling fans.

Outdoor play area will be within the licensed preschool playground. Ms. Becker stated they have a schedule set to enure cleaning and sanitation occurs before a new group enters the outdoor play area.

Ms. Becker stated the children bring their own lunch from home. The children have their own water bottles that are kept at the facility and are refilled. The facility sanitizes the water bottles daily. Water refilling is provided throughout the day.

Fire extinguisher was observed outside between room B-2 and B-3.
LPA Lowe verified with Ms. Becker that the children will stay with the same group as assigned and will not be moved from one group to the other. No more than 14 individuals in a cohort, that is 12 children and 2 adults and groups must be kept physically separated.

LPA Lowe reviewed with Ms. Becker that facility is to maintain children files that include emergency authorization cards and staff files that include proof of criminal background clearance. All childcare areas, including the playgrounds, will be cleaned and sanitized daily or more often as necessary following the facility's cleaning and sanitation policies.

A health check on staff and children will be conducted each day upon arrival. LPA Lowe discussed the terms and conditions of the waiver and facility will ensure compliance with all terms and conditions of the Temporary Waiver and will adhere to Public Health guidelines and directives.

To further ensure the health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility.
