On June 28, 2023 at 8:20 a.m.Licensing Program Analyst (LPA) Veronica Doris Whitmore, conducted an unannounced Annual Required Inspection for the Noah's Ark Preschool. LPA met with Director Shireen Panjabi. Days and hours of operation are Monday through Friday 6:30am to 5:30pm. Facility provides two snacks and hot lunch is delivered from feeding the future. At the time of the visit there were nineteen children and eight staff.Furniture and equipment are in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children are toxic free. All toilets and hand washing facilities are in safe and sanitary operating condition. All floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination. Contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. LPA observed in the classroom a water jug. LPA also observed children's water bottles with their name on them. Facility has two playgrounds. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. LPA and Director tested the carbon monoxide and smoke detector. Facility has a fully charged Fire Extinguisher located in the hallway 4- A:60-B:C. LPA observed a fully stock first aid kit in classrooms. Children take naps 12:45 p.m. to 2:45p.m. LPA observed mats to be clean with blankets.

The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. The Department has inspection authority as specified in Health & Safety Code.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible.

LPA observed children's medication and request for medication to be taken during school hours form. All poisons are kept in a locked storage area. No poisons were observed during the inspection.All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care.

The licensee ensures children with obvious symptoms related to fever or vomiting are not accepted. The facility is equipped to isolate and care for any child who becomes ill during the day. LPA reviewed a total of ten children files that pertain all documentation in file. LPA reviewed a total of eight staff files. All staff were current on their First Aid and CPR and also Mandated Reporter Training Certificates.

Licensee of Noah's Ark was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with licensee Shirleen Panjwani and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Shireen Panjwani of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Exit interview conducted and report was reviewed with the licensee Shireen Panjwani.A notice of site visit was given and must remain posted for 30 days. There were no deficiencies for the Annual Inspection.
