On Tuesday, March 1, 2022 at 10:50 AM, Licensing Program Analyst (LPA) Mayra Rivera conducted a Case Management-Licensee initiated inspection for a capacity increase. LPA met with director Chelsey Schlatter who guided LPA Rivera on a tour of the facility.

This is a half day preschool program which consists of seven classrooms, one activity center and outdoor playground. This program serves children ages 2 years to six years. This program operates Monday - Friday 8:00 AM - 4:00 PM. Sign in and out takes place outside of each classroom (court area).



All areas identified on the facility sketch were toured indoors and outdoors and measurements were taken. The facility is requesting a capacity of 90 preschool children. A fire clearance has been granted as of February 15, 2022 for 90 preschool children.

At 11:05 AM LPA entered classroom 201 to conduct an inspection and measurements. LPA observed 8 children and one teacher doing a reading activity; age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed the cleaning solutions stored inside the top cabinet making it inaccessible for children to reach. LPA recommend adding safety latches. LPA observed a step trash bin with a tight-fitting lid. LPA observed children’s personal belongings on the backpack’s racks stored right outside of the classroom.

At 11:25 AM LPA entered classroom 110 to conduct an inspection and measurements. LPA observed 10 children and one teacher doing arts and crafts; age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed the cleaning solutions stored inside the top cabinet making it inaccessible for children to reach. LPA recommend adding safety latches. LPA observed a step trash bin with a tight-fitting lid. LPA observed children’s personal belongings on the backpack’s racks stored right outside of the classroom.

At 11:38 AM LPA entered classroom 102 to conduct an inspection and measurements. This classroom is to be added for the capacity increase. LPA did not observe children. LPA observed age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA did not observe cleaning solutions or items that can pose a danger to children. LPA observed the emergency door that leads to the parking to be unlocked and advised to add a safety lock or barrier to prevent children from opening the door.

At 11:52 AM LPA entered classroom 109 to conduct an inspection and measurements. LPA observed 8 children and one teacher having their lunch; age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed the cleaning solutions stored inside the top cabinet making it inaccessible for children to reach. LPA recommend adding safety latches. At 12:17 PM LPA entered classroom 108 to conduct an inspection and measurements. LPA observed 6 children and one teacher getting ready for dismissal; age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed the cleaning solutions stored inside the top cabinet making it inaccessible for children to reach. LPA recommend adding safety latches. LPA observed a step trash bin with a tight-fitting lid. LPA observed children’s personal belongings stored on the backpack’s racks stored right outside of the classroom

At 12:28 PM LPA entered the activity center to conduct an inspection and measurements. LPA observed a stage, chairs and two sound booths. LPA advised to place a safety barrier to prevent children access to the stage and sound booths.

Heating lighting and ventilation were evaluated by LPA. LPA observed in each classroom an AC wall unit and central heater vents located on the ceiling wall. The thermostat located in room 108 controls classrooms 102, 107, 108,109, and 110. The one located in room 201 controls room 203 and the office. The activity center has its own thermostat and central AC/heater and vents are located on the ceiling wall. LPA observed the fire extinguishers located inside the classrooms 201, 110, 102, 107, 108, activity center and outside of classroom 203 and the valve on the required 2A10BC fire extinguisher indicating fully charged and serviced on 08/24/2021. Smoke detectors are located in each classroom on the top ceiling and were all tested, and LPA heard the sounds of the of smoke alarms. LPA observed the pulled down fire alarm located between the main office and room 110. LPA observed did not

observe carbon monoxide alarms inside each classroom and was informed by the director, the fire inspector did not request the carbon monoxide alarms. LPA advised to add the carbon monoxide alarms in each classroom including the activity center. LPA did not observe a smoke alarm in the activity center and advised to add one.

LPA Rivera observed the bathrooms to be in good condition with working toilets, sinks, hand soap dispenser and paper towels. LPA observed a total of 15 toilets, 17 sinks and 2 urinals. LPA did not observe napping equipment. Children do not nap as the program is only half day. For ill/isolation area children will utilize the director's office and a mat will be available for children to rest if needed and the staff restroom located in the activity center will be utilized for ill children. LPA observed first aid kits located in the resource room and were observed to contain the required first-aid supplies. LPA recommended to place the first aid kits inside each classroom.

This program only provides AM snack and children bring in their own lunch. For water drinking LPA observed disposable water cups and water pitcher in each classroom. LPA observed the food preparation area (classrooms) to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents.

At approximately 12:35 PM LPA Rivera entered the outdoor playground to conduct an inspection and measurements. LPA observed the equipment to be in safe condition, free of sharp, no loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, are cushioned with material that absorbs a fall. LPA observed the sandbox covered. The cover had hooks around to cover the sandbox. LPA observed built in shade tent and a pop-up tent zipped tied to the fence. The tents provide adequate shade in the play yard. LPA observed the yard gates closed and self-latched. LPA observed the AC unit compressor and observed a fenced around it closed and locked with a keypad lock. LPA advised to place a mesh barrier to prevent children placing their hand inside the fence. LPA also observed on the ground next to the AC fence, an underground basement entrance. LPA observed the entrance to be covered with a metal barrier screen and closed and locked with a keypad lock. LPA recommended to add a fence around it

for extra protection. The court area by the classrooms, LPA observed two staircases with a temporary barrier. LPA informed the barrier needs to be secured and or anchored. Disposable water cups and water pitchers will be utilized for outdoor water drinking. LPA advised director that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA did not observe bodies of water on the premises.

This facility provides Incidental Medical Services-IMS. LPA did not observe medication. The facility currently has no children with or on medication. Director Chelsey Schlatter has proof of pediatric First Aid/CPR certification (expires 04/2023), preventative health and safety training with the nutrition and lead component dated 2/10/22, child abused mandated certification (AB 1207) dated 7/12/21 and immunization's MMR. TDAP and influenza declination. Director has been informed mandated reporter training must be completed every 2 years, and is available at

Criminal Record Statement
Director Chelsey Schlatter was informed that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated

Corrections needed: Update the application to add the corporation name as the applicant. Add a secured barrier to the staircases located on the court, add a smoke detector in the activity center, add carbon monoxide alarms to each of the classrooms including the activity center, add a safety barrier to the emergency door located in classroom 102, add a mesh to the AC compressor fencing, add a barrier to the stage and sound booths located in the activity room, and add safety latches to the cabinets located in the classrooms. Remove the 4 propane containers located by the activity center. Corrections due date March 31, 2022.

Based on measurements taken during today's inspection and 15 toilets, 2 urinals, 16 sinks the facility measured for 77 children. To license for a capacity of 90, the facility needs to submit a waiver request. A waiver and a staggered schedule for outdoor play, will need to be submitted and reviewed
