On 5/21/19, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced annual/random visit and met with Director Dorian Theberge. The preschool area was inspected during this visit. Teacher child ratios were observed, upon arrival LPA counted 5 Staff (3 Teachers, & 2 Teachers Aid, plus Director) and 28 preschoolers at the time of visit.

Main care is conducted in 1 central classroom in the lower level, near the parking lot. Furniture and equipment was inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. Storage for children's belongings and an isolation area with sink, toilet, and mat/cot was inspected. Availability of drinking water was reviewed. Age appropriate sink and toilet were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. Fully equipped First Aid supplies was observed . A review of medication policy, including administering, labeling storage, and records was observed in the Director's office. Sign in and out sheets and procedure were reviewed with staff policy of checking children for illnesses. License, parents rights, personal rights, and emergency disaster are all posted. Staff has current CPR and 1st Aid certificates valid through 8/29/19.

Snack/lunch menu's were reviewed food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. A review of cleaning and food supply storage areas was made.

Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Play area was inspected for hazards and inaccessibility to bodies of water. There are no bodies of water observed in the playground area.

Director stated (IMS) is provided for 1 children in care. LPA inspected 1 Epi-pen for expiration, storage and safety. LPA informed Director a Plan Of Operation is required in the children's file and LPA observed Medication file in Director's office.

The following was thoroughly discussed with the Director:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.



Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed.

Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. www.mandatedreporterca.com

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

AB 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.

Facility was in substantial compliance at the time of inspection. An exit interview was conducted and a copy of this report was given to Director Dorian Theberge
