On 10/28/20, Licensing Program Analyst (LPA) Emiko Bell conducted a tele-inspection via FaceTime due to COVID-19 and precautionary measures with Director Katie Kang. The purpose of the tele-inspection was to assess the areas which will be used for pop-up care for Tuvia Preschool due to the COVID-19 pandemic.

Census: Zero. There were no children present when the inspection was conducted.

Director Kang guided LPA Bell on a tour of the entire child care center, as indicated on the Facility Sketches. The areas which are currently licensed for preschool (classrooms 1-5 and the playground), and the areas which are anticipated to be used for use by school-age children (classroom 6-9, the patio, the Garden Room and the Social Hall) were all inspected. The center will operate Monday-Friday from 07:30 a.m.-06:00 p.m. and will serve children ages 2-17, with a total capacity of 142. At no time will preschool children and school-age children comingle.

Check-in for the preschool children currently takes place outside of the gate which leads onto the preschool playground from the parking lot. Preschool children may arrive between 08:00-09:15 a.m. As there are two entrances into the preschool, children may sit on the bench tables, grouped by classroom, until they are escorted in to the building by class. The parents sign in on an electronic system called Brightwheel. Each parent has an individual code and then signs their signature with their finger on their own cell phone. Supplies are kept on a bench table near the gate. The child has their temperature taken with a no-touch thermometer; each child’s temperature is recorded on a log by the receiving staff. As every child is required to wear a mask, there are extra masks in case a child arrives without one. Additional supplies kept are for the staff: gloves, rubbing alcohol and cleaning rags to wipe the thermometer, a staff screening checklist, and disinfectant and cleaner in spray bottles for staff to clean toys the children bring and/or handles, etc. Each

child is escorted inside of the building by a preschool staff.

By each entrance, there is a bathroom. Each bathroom contains three sinks and three toilets each. There are posters hung on each entrance door to remind children of social distancing, wearing face coverings and of the symptoms that they are ill (i.e. COVID-19-related posters).

The isolation area for ill children who are waiting for parents to pick them up is a tent set up in the Director’s office. Inside of the tent is a rocking chair, a trash can and two emergency lights. Blankets are stored nearby and a cot or mat would be brought in if the child needs to lay down. The restroom by the preschool entrance is the designated restroom for ill children.

There is a board posted next to the main preschool entrance on which is posted the snack menu as well as additional COVID-19-related posters. After the main office, there are five preschool classrooms along the hallway which leads to the other preschool entrance from the playground (both doors are facing each other, separated by the hallway.) The Parent Board on which the postings required by Licensing are posted is mounted outside of Classroom 1.

The ratio for each preschool classroom will be two staff assigned to up to 12 children (depending upon the size of the room, in order to ensure that social distancing can be maintained).

Classroom 1 is referred to as the Owls. Children ages 4 to transitional kindergarten are enrolled in this class. The children in this classroom generally attend 09:00-05:30. The classroom has a fire extinguisher mounted by the entryway and fire sprinklers. For ventilation, there is a ceiling fan and an air purifier. All electrical outlets are childproof. There is a refrigerator, microwave oven, and toaster oven in the room (they are currently not being used, as the Center is not heating up their snacks, but the Center-provided snacks may be stored in the refrigerator.) There is a child-size sink in the room. To maintain social distancing, children are assigned to a table, with two children at each table.

Classroom 2 is referred to as the Spiders. Children aged 4 years old are enrolled in this class. The children in this classroom generally attend 09:00-03:00. The classroom has a fire extinguisher mounted by the

Classroom 3 is referred to as the Frogs. Children aged 3 years old are enrolled in this class. The children in this classroom generally attend 08:00-04:30. The classroom has a fire extinguisher mounted by the entryway and fire sprinklers. For ventilation, there are two ceiling fans and an air purifier. All electrical outlets are childproof. There is a refrigerator and a microwave oven. There is a child-size sink in the room. To indicate six feet, there are stickers with a lily pond on them placed on the floor.

Classroom 4 is referred to as the Ladybugs. Children ages 2-3 years old are enrolled in this class. The children in this classroom generally attend 08:00-04:30. The classroom has a fire extinguisher mounted by the entryway and fire sprinklers. For ventilation, there are two ceiling fans and an air purifier. All electrical outlets are childproof. There is a toaster oven, refrigerator and a microwave oven.

Classroom 5 is referred to as the Butterflies. Children aged 2 years old are enrolled in this class. The children in this classroom generally attend 08:00-04:30. The classroom has a fire extinguisher mounted by the entryway and fire sprinklers. For ventilation, there are two ceiling fans and an air purifier. All electrical outlets are childproof. There is a toaster oven, refrigerator and a microwave oven.

There is a carbon monoxide detector mounted outside of room 5; it was tested and is operable. There are three smoke detectors mounted on the ceiling of the hallway; they are located by the exit to the playground, outside of room 5 and between rooms 1 and 2. During today’s tele-inspection, all were tested and are operable.

The preschool playground is rated for children up to 6 years old. There are different areas to the playground with different cushioning material under playground equipment: sand, wood chips and cement painted as blacktop for a bike path. In addition, there is a “mud kitchen” (outdoor mud area) where children can make

Check-in for the school-age children will take place on the parking lot. School-age children may arrive between 08:00-08:10 a.m. When children are dropped off by their parents, the Director is there to greet them and then the child is accompanied by a teacher to a cart which contains the same items as for the pre-school children (as itemized above.) Additionally, each school-age child will be asked to use hand sanitizer before they are accompanied up the stairs to the school-age classrooms. All of the school-age classrooms are located on the second floor of the building; there are stairs both indoors and outdoors, with a staircase at each end of the building.

Once upstairs, stickers with footprints are observed on the ground along the hallway because only one classroom at a time will be permitted in the hallway.

There are two restrooms by the indoor stairwell. The boys restroom has three sinks, three urinals, and two toilets. The girls restroom contains two sinks and four toilets.

For water, each classroom will have a water pitcher and children can either drink from individual, disposable cups or from their own water bottles with covers (like a sippy cup).

The Center will keep siblings together, which is why the ages of children enrolled in the class may overlap.

Classroom 6 is referred to as the Kangaroos. Children ages 5 and 6 are enrolled in this class. To maintain social distancing, each child will have their own assigned desk and chair. The children in this classroom generally attend 08:00-04:30. The classroom has a fire extinguisher mounted by the entryway and fire sprinklers. For ventilation, there are two standing fans and an air purifier and the windows may be opened for fresh air. All electrical outlets have covers.

There is a hand sanitizer dispenser mounted on the wall between rooms 6 and 7.

Classroom 7 is referred to as the Whales. Children ages 6 and 7 are enrolled in this class. To maintain

For ventilation, there are two standing fans and an air purifier and the windows may be opened for fresh air. All electrical outlets have covers.

There are two smoke detectors; one is mounted on the ceiling outside of the patio entrance and one is by the indoor stairs; both were tested and both are operable. In addition, there are fire sprinklers in each classroom and there is a fire hose and bell outside of classroom 6.

The patio has four areas with tables and chairs where the children will eat. This area will also be used as a playground, as there is a basketball court, a tether ball, fabric turf, goal nets for soccer, and an area for handball. There is a hand sanitizer dispenser and a fire extinguisher and fire hose kept in a glass case.

The Garden Room has air-conditioning for ventilation and there are sliding glass windows which face the patio. This room will be used as a multi-purpose room.

The outdoor patio next to the Garden Room will be used for art activities. There is a sliding glass door which separates this area from the Garden Room. There are tables and chairs. Occupancy will be limited to one classroom at a time. The patio is surrounded on three sides by a chain link fence which separates the patio from the kitchen & emergency exits, the storage area and the brush area.

There is an industrial kitchen located next to the Garden Room, which is not used by the Center during daycare hours.

The Social Hall will be used as an indoor recreational area when there is inclement weather or to divide cohorts when outside. The room has air-conditioning for ventilation. All electrical outlets have covers. There are tables, chairs, a foosball table, ping pong tables, and a fire extinguisher and pull system contained therein.

An exit interview was conducted with Director Katie Kang. A copy of this report has been signed by LPA Claudia Escobedo, who is an LPA with the El Segundo Child Care Office and will record this report on behalf of LPA Emiko Bell.
