On 10/6/21 Licensing Program Analysts (LPA’s) Lisa Rios and Deborah Lowe made an announced visit for the purpose of conducting a pre-licensing inspection for change in capacity from 112 children to 68 children. LPAs were met at site by Shirley Becker site Director and Tanya Squire Assistant Director. LPA’s toured the facility inside and outside.

The following was observed:

The Preschool facility consists of 3 instructional classrooms, kitchen, bathrooms and office. LPA’s reviewed licensing board at the entrance to ensure that all required postings were displayed. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children will be signed in/out in their respective classroom through the use of a web-based app called Brightwheel. The facility will operate Monday-Friday from 7:00am-6:00pm

Food preparation area was inspected for safety, cleanliness, proper equipment & protection against contamination and storage. The kitchen was found to have hot running water and proper food storage temperature. Food will not be delivered nor cooked in the kitchen The children will bring their lunch in a lunch box with an ice pack. The kitchen will store snack items and items for making play dough and sensory play. Disposal of food/debris was discussed. Storage areas were inspected for toxins/cleaning compounds inaccessibility. Allergy list will be posted in the kitchen and each classroom.



Staff has current First Aid/CPR and Mandated Reporter Training, along with proof of immunization.

Inside:
Changes to the inside have been made since original license.
All classrooms have working carbon monoxide detector that were tested and LPAs were able to hear successful test, fully charged fire extinguishers were observed in the 3yo room and 4yo old room. First Aid kits, emergency supply bags, toys and play areas that are age appropriate, drinking water is readily available, along with trash cans with lids. LPAs observed cubbies for children’s belongings. The staff offices will be used for isolation of ill children. Napping equipment observed.

LPAs observed the bathrooms for children in care which are located inside each classroom. There was a total of 9 toilets and 8 sinks observed with a enough supply of toilet paper, soap and paper towels.



Changes have been made to the outside since original licensure.
The outdoor area which is fully gated was inspected. The area has several climbing apparatuses with proper cushioning beneath. LPAs observed manufacturer decals with the age usage for 2-5-year olds. LPAs observed outdoor tables with an area for shade. Drinking water will be made readily available during outdoor play.

The measurements for 2-year-old Classroom
Inside:
front room- 19.75x19.42=383.55/35=9 children
Back room-15.42x12.33=190/35= 5 children
All children can not be together in either room.
There are 2 sinks and 2 toilets
Total=14 children

Outside:
55.50x30.05=1667.78/75=22 children

Napping:

Mats were observed in each classroom, observed in good condition like new. Constructed of foam at least 3/4 inch thick. Covered with vinyl or similar material that can be wiped. Marked or colored so that the sleeping side can be distinguished from the floor side. Wiped with a detergent/disinfectant weekly or when soiled or wet.

Each mat shall be equipped with a sheet to cover the mat that the children will bring from home and, depending on the weather, a sheet and/or blanket to cover the child. The licensee was observed to have a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities.

Restrooms:

All toilets, handwashing and bathing facilities were observed to be maintained in safe and sanitary operating condition. Additional equipment, aids and/or conveniences shall be provided as needed in centers that serve children with physical disabilities.

LPAs advised hot water temperature controls shall be maintained to automatically regulate temperature of hot water delivered to plumbing fixtures used by children to attain a hot water temperature of not less than 105 degrees F (40.5 degrees C) and not more than 120 degrees F (48.8 degrees C). Notwithstanding (e) and (e)(1) above, handwashing fixtures shall not be required to deliver hot water.

Isolation restroom for children in isolation will be staff bathroom

Wellness checks:

The licensee stated wellness check will be completed daily upon entry at the front gate ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

Outdoor:

Provide a shaded rest area for the children. Free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard. As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls.

Sandboxes shall be inspected daily and kept free of hazardous foreign materials.

The playground shall be enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence shall be at least four feet high.

Health Related Services:

Licensee stated medications will be in the kitchen place in a locked box inaccessible to children. A refrigerator shall be used to store any medication that requires refrigeration.

LPAs observed a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Senate Bill (SB) 277 New Immunization Requirement: Beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

The following corrections need to be made:


1. Screen in middle window in 3yo room.
2. screen above diaper changing table in the 2 yo room.
3. fire extinguisher in 2 yo room stamped for service in 2021.
4. Toilet tank in 3 yo classroom needs a lid.
5. Grate outside 4 yo classroom needs to be replaced and mounted.

Based on measurements and calculations, the facility is ready for licensure of 57 children under the preschool license.

An exit interview was conducted with the above items discussed and a copy of this report was provided to the Licensee.
