Licensing Program Analyst (LPA), Keyona Scott, conducted an unannounced 3 - Year Required Annual inspection to the Child Care Center on 02/13/2025 at 8:50 AM. LPA met with Director, Tanya Taure Squier at 9:32 AM. LPA was guided on a tour inside and outside of the facility. LPA observed proper teacher to children ratios. At approximately 9:45 AM, LPA observed the preschoolers in their perspective classrooms. LPA observed the following: eleven (11) children to one (1) teacher in the Crickets classroom (3 year olds); twelve (12) children to two (2) teachers in the Busy Bees classroom (4 year olds); ten (10) children to two (2) teachers in the Lady Bugs classroom (2 year olds). All Adults present, working and/or volunteering at the facility have a criminal record clearance or exemption.

This is a preschool program that serves children ages two (2) years old to five (5) years old. There is also an active infant center (facility# 197494908) located on the premises. The preschool center operation hours are Monday through Friday 7:30 AM to 5:30 PM. Facility serves morning and afternoon snack. Lunch are provided by each child's parent or authorized representative. LPA advised Director to ensure food containers and water bottles are labeled with child's name and properly stored or refrigerated.

PHYSICAL PLANT
All areas identified on the Facility Sketch were inspected. The preschool program consists of three (3) classrooms; Lady Bugs (2 year olds), Crickets (3 year olds) and Busy Bees (4 year olds). LPA observed the following in each of the three preschool classrooms: cubbies with each child's name, outlet covers over the electrical outlets, stored napping mats, table and chair sets, kitchen play sets, books, blocks and other age-appropriate playthings.

The facility was kept clean, neat and orderly. LPA observed the following in each restroom in each of the preschool classrooms: two (2) toilets and two (2) sinks in the Lady Bugs restroom; three (3) toilets and two (2) sinks in the Crickets restroom; four (4) toilets and four (4) sinks in the Busy Bees restroom. LPA observed one (1) toilet and one (1) sink inoperable in the Busy Bees restroom. LPA observed toilets and sinks to be safe and sanitary. PAGE 1

All poisons and hazardous items are stored and inaccessible to children in care. All floors are clean and safe. LPA observed the classrooms and all kitchen areas and/or food preparation areas clean and free of litter and other hazardous items. Trash cans used to discard food have tight fitting lids.

Outdoor play area is located adjacent to Lady Bugs and Busy Bees classrooms. Each class has their own perspective outdoor play area. Outdoor play equipment is in safe condition and is free of sharp, loose or pointed parts. The surface of the outdoor activity space is cushioned to absorb a fall, maintained in safe condition and is free of hazards. LPA observed age-appropriate play structures and equipment in the outdoor play area. There is adequate shade area in each outdoor play area. Drinking water is readily available both indoors and outdoors.

FACILITY RECORDS
There is at least one person present at facility that is trained in Pediatric CPR and First Aid. Per file review, LPA observed completion of Mandated Reporter training certificate in staff's files reviewed.

LPA reviewed for the following Personnel Records of four (4) staff files during today's inspection:

The following was thoroughly discussed:
Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
