On July 15, 2021 at 3:00pm, Licensing Program Analyst (LPA) Dayna Chambers arrived at the above facility to conduct an unannounced annual random inspection. Due to COVID 19, LPA Chambers contacted the facility prior to the inspection to conduct a COVID 19 assessment before entry into the center. LPA was greeted by Marian Stocking, Director upon arrival to the facility. LPA met with Marian Stocking, Director at 3:15pm and toured the above facility inside and outside of the facility. The facility CURRENT OPERTATING HOURS ARE: Monday to Friday: 7:30am to 5:30pm. The completed inspection report will be emailed to Teri Moreno, Teacher to: termor4kids@yahoo.com Teri Moreno will reply back to LPA Chambers email and this will serve as the acknowledgement receipt and for report.

The facility has 2 classrooms. There were 14 children present today upon arrival. The current total of children enrolled is 39. LPA observed that there were two teachers present with the children during this inspection. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC-9213-Notice of site visit, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule.

The facility obtained current pediatric CPR and First Aid for all facility staff members. All center staff that was present during today’s visit had fingerprint cleared and associated to the designated license number. LPA observed staff has proof of immunizations. LPA observed that staff has proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file.

LPA inspected the furniture and equipment for age appropriateness and found the equipment to be in good repair. Telephone service, heating, lighting and ventilation were evaluated. Storage for children's belongings and isolation area was inspected.

Napping equipment was found to be cots with children’s individual names attached. Sinks and toilets were age appropriate and were inspected for cleanliness and in good service. The restroom was inspected for water temperature, toilet paper, paper towels, area safety and sanitation. LPA observed the children’s restrooms do not have hot water turned on in sinks. All classrooms have trash cans with tight lids. First aid supplies are available.

LPA observed the fire extinguisher located in each classroom. LPA observed the fire extinguisher meets requirements - 2A:10BC. The fire extinguisher indicates fully charged and was serviced on 05/18/2021, as indicated on service tag. LPA observed that the smoke and carbon monoxide detectors were tested by licensee and are operable. LPA observed the emergency disaster drill was conducted at least once every month. The smoke detectors are hooked up to the fire department.

The facility roster was up to date and fire and emergency disaster drills were conducted monthly. Emergency disaster plan is updated and reflected to the current operation. Children and staff records were reviewed and are complete.



The center has a kitchen, but the parents provide the children’s meals. The snacks are provided by the center. Water is provided by parents. There is a water fountain, but it has been inaccessible since COVID pandemic. LPA observed the outdoor play area is fenced in and free from defects or dangerous conditions. The yard was clean with age appropriate safe toys and appropriate shading. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. Play area was inspected for hazards and inaccessibility to bodies of water. There are no weapons on the premises.

This facility does not provide Incidental Medical Services – IMS. LPA reviewed equipment/supplies, and reviewed children’s, personnel, and administrative records. Sign in and out sheet procedures were reviewed.

LPA observed during today’s inspection that facility is in compliance with California Code of Regulations Title 22. No deficiencies cited.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

Exit interview was conducted with Marian Stocking, Director, including, but not limited to Appeal Procedures, Site Visit and Initial Appeal Rights. The following was discussed with the licensee:

Licensee was informed of responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. Also call the Community Care Licensing office and follow up with a written Unusual Incident/Injury Report (LIC 624B). Licensee is reminded that smoking is prohibited on the premises. The facility was informed that the presence of teachers in the facility without Criminal Record Clearance or Exemption will be cited and civil penalty assessed for $100 per day. The facility may find additional information and forms on the Department’s website at www.ccld.ca.gov including information on the Live Scan application (LIC 9163). Appointments can be made for Live Scan at 1-800-315-4507.

LPA reminded that it is the facility responsibility to know the regulations as well as anyone who assists in providing care. Site supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.cdss.ca.gov. LPA also advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Facility may also register on CCAP website for the new quarterly report to be notified. CCAP’s direct contact information is as followed: Phone number: (916) 654-1541 Email Address: childcareadvocatesprogram@dss.ca.gov Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Existing licensees must meet requirements by March 30, 2018. New employees shall have 90 days from date of employment to complete training as required. This training requirement may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. Website: www.mandatedreporterca.com
