Licensing Program Analyst (LPA) Shandra Powell conducted an unannounced Annual Inspection. LPA met with Yirat Horwait Director, who guided analyst on a tour of the facility. This is a preschool program which consists of 8 classrooms. There were 115 Preschool Children with 25 Staff Members. This facility operates Monday through Thursday 8am to 3:45pm and on Friday 8am to 1:20pm. The facility sit on the same grounds of the Hillel Hebrew Academy for Elementary and Middle School. All areas identified on the Facility Sketch were inspected. The following was observed during the tour of facility:

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Children nap on cots inside of classroom. The isolation area is located in the nurse office located in the main building. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms (located inside each classroom). General sanitation was observed. Availability of indoor drinking water was observed in classrooms.
Disinfectants, cleaning solutions, medication and other items that are dangerous to children, are inaccessible to children and are stored in the top cabinets in each classrooms where they are out of reach. Per Director, Yirat Horwait states that there are no poisons at the facility.


The children have a option to purchase a hot lunch from the vendor located within the Day School (Elementary and Middle School Program) All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food are discarded immediately after each meal.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed.

All individuals present have have not obtained a criminal record clearance or criminal record exemption this is a potential health and safety risk to children in care. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children’s Records were reviewed for completeness; Inspection of required forms was made. LPA issued the Children’s Record Review (LIC 857) to the licensee during this inspection.

In review of children’s records, files contain information including, but not limited to the following: LIC 613A Personal Rights, Admission Agreement, LIC700 Identification and Emergency Information, LIC 701 Physician's Report, LIC 995 Notification of Parents Rights LIC 627 Consent for Emergency Medical Treatment

Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were available via an application called Playground, Director was able to print attendance from the application during inspection. The printed attendance did not show signatures at the time of inspection however the box Signature was checked. Disaster drill log was available, last drill was conducted on 10/20/2022 (Earth Quake Drill)

Menus are posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Snacks are provided by facility. All snacks are kept in each classroom.

First Aid supplies were observed in the classroom in a back pack hanging from door. according to the Director, medication is only administered to a child by the nurse accompanied with a doctor's note and a parents note.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. UPDATE: Parent’s Rights Poster and Personal Rights(with Elsegundo Address and Complaint Hotline) was provided to the Director during this inspection. LPA advised Director of the Mandated Reporter Child Care Training that became in effect January 1, 2018, and to maintain a copy of the certificate on file for each staff and to renew every 2 years.
