Licensing Program Manager (LPM) Deborah Lowe, and Licensing Program Analysts (LPAs) Lilia Hernandez, Maria Rendon and Laticia Thompson conducted an announced licensee-initiated case management inspection for the purpose of measuring this facility for a capacity increase. LPM and LPAs met with Dana Terra , Assistant Administrator, who assisted LPM and LPAs with touring the facility.

Upon arrival there were 30 children, 8 staff, and 5 parents during the AM session. During the PM session there were 10 children and 8 staff present.

This is a pre-school program which consists of two classrooms: Main Playroom and Art Playroom are located in the attached enclosed patio. This program serves children ages, 2 years to 6 years. This facility has two half day programs that operates Monday - Friday from 9:00 AM – 3:15 PM. Facility is a Parent Co-Op Program.

LPAs toured and measured the on-limits areas and classrooms located in the facility. Children will have access to 3 sinks and 3 toilets.

Classroom measurements are:

Indoor total measurements: 1,202.46 square feet (sq ft) divided by 35 sq ft = 34 children

Facility is requesting a capacity increase from 34 to 60 children. The fire clearance was approved for 45 children. The measurements conducted during the facility visit allows for 34 children. In the evaluation of the indoor capacity measurements which calculates to 34 children the facility will maintain their current capacity of 34 children. The facility will not receive the requested capacity increase.

Outdoor measurements are:

Outdoor total measurements: 7,841.77 sq ft divided by 75 sq ft = 104 children

Outdoor area was observed to have 2 yards identified as small yard and big yard with age-appropriate equipment. Big yard was observed with a chicken coop. The facility also has an outdoor area identified as back upper area that is accessible to children. The back upper area is located behind the facility and was observed with a garden area, shaded canopy, and a rural uphill hiking trail, this area was not included in the outdoor total measurements.

Sign-In and Sign-Out books are located in the entrance next to the playground area. There is drinking water readily available in each class and on the playground areas with the use of water coolers.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Facility provides 2 half day programs, children do not nap at the facility. Per assistant administrator, the isolation area is located in the office. Age appropriate sinks and toilets were inspected for availability and in good repair in all restrooms. LPA observed that facility does have a carbon monoxide detector, smoke detector, and a there are 2 fire extinguishers that were observed to have been serviced on 9/13/2022.

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were observed to be inaccessible to children. Per Administrator Assistant, poisons are in an outdoor locked shed inaccessible to children.

Per administrator assistant, facility does not provide meals or snacks to children in care. Parents bring meals and snacks for children and use the facility kitchen to prep food.

All kitchen areas/food preparation areas and food storage areas were observed to be clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. The facility was observed to be free of flies, other insects and rodents.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. LPA’s advised that the children need to be within the direct care and supervision, including visual supervision of the staff and parent at all times.

LPA did not observe any bodies of water on the premises.

Per administrator assistant medication is stored in the office in a cabinet inaccessible to children. First aid kit was observed in the office and contains the required first-aid supplies.

The office is used as an ill/isolation area. Ill children will use the staff restroom across from this room. There is also a cot available for children to rest if needed.

Administrator Assistant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

A notice of site visit was given and must remain posted for 30 days.

An exit interview was conducted with the above items discussed and a copy of this report was provided to the facility representative, Dana Terra. Appeal rights were provided.
