On 5/21/19, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced inspection to the facility. Upon arrival, LPA met with the Director Juli Beck. LPA informed the Director the nature of the inspection and she states the school is closed today for parent conferences. There was no children in care and LPA observed 4 staff with the Director during today's inspection. LPA was guided on a tour of the facility (inside and outside). LPA confirmed that all staff has obtained Criminal Record/TB clearances.

The school consists of a two floors with 1 classroom on the lower level with kitchen, and children's restroom. There are 2 classrooms upstairs with an upstairs outdoor play area and an off limits staff restroom.

The following was inspected during the inspection: LPA observed sign-in/out sheet, License, parents rights, personal rights, and emergency disaster are all posted. At least one person was observed to be trained in CPR and Pediatric 1st Aid which expires on 06/2020. Furniture and equipment are age appropriate and in good repair. Heating, lighting and ventilation appears in good condition. LPA observed age appropriate games, learning materials for children in the classrooms. There are cabinets and closets for storage. LPA inspected age appropriate sinks and toilets and appear in good repair and clean. There is drinking water readily available and There is sufficient space for group sized observed. LPA observed isolation area and care for ill children. There are 3 equipped First Aid kits throughout the facility. Smoke/carbon monoxide detectors and fire extinguisher were observed and fully charged. LPA observed cots and napping equipment stored properly in classroom #1. The facility provides snack and parents are to provide lunch for children.

Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Play area was inspected for hazards and play equipment is securely anchored. A review of medication policy, including administering, labeling storage and records was observed with a Plan of Operation set in place in the kitchen area.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

AB 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.



Facility was in substantial compliance at the time of inspection. An exit interview was conducted and a copy of this report was given to Director Juli Beck.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and the facility's Plan of Operation.

Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

The following was discussed with the Director:
Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com.

Senate Bill 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.
