On 2/14/2025, Licensing Program Analyst (LPA) Amelia Morales conducted an unannounced- Required 3 Year inspection to the above facility. The purpose of the inspection was to ensure that health, safety, and personal rights as required by Title 22 Regulations governing California Family Child Care Homes are being met by the Licensee. LPA met with Licensee Yehudit Maouda, who guided analyst on a tour of the home. An entrance checklist was provided. A census was taken there were 9 children during the time of the visit, and licensees assistant. Facility capacity is in compliance for a large Family Child Care Home. Also present during this inspection is licensee's spouse. The children’s roster was reviewed and is current. Per licensee, the facilities hours of operation are Monday through Thursday 8:00AM- 4:00 PM and Fridays 8:00 am- 3:00pm.

This is a one story home which consists of, five bedroom, three full bathrooms, one powder room home, kitchen/dining, living room, laundry room, a detached garage
 front yard and backyard(fenced).

Per Licensee, areas off limits to children and parents include: bedroom one through four, bathroom one and two, kitchen/dining, living room, laundry room, powder room, front yard, and detached garage. The home has a fireplace that is sealed off and non-operational. Per Licensee, Parents use the back entrance in the alley way to drop off children. There are cameras in the back entrance. Per Licensee, children do not enter through the front of the home and do not have access to the remainder of the property except for the backyard.

Per Licensee, areas that are accessible to children include: the fifth bedroom which is the main care area, it has two separate entrances. The fifth bedroom does not have access to the main house. The bathroom that children use is located in the fifth bedroom and was observed to be clean and free of hazards. LPA observed that the outdoor play area is fully fenced. Per Licensee, when children are having outside time, they will ensure 100% supervision and never leave children unattended. There were no bodies of water present.

LPA Morales observed the following: the home is clean and orderly. There were age-appropriate toys and play items. Licensee was informed that baby-walkers, bouncers, jumpers, and other prohibited items will not be used for children in care. All electrical outlets have safety covers.

Kitchen cabinets and drawers were observed with a locking mechanism. The stove, refrigerator, sink and counter space area were observed and inspected. Knives and sharp objects observed to be made inaccessible to the children in care. Per Licensee, food is provided, specifically breakfast, lunch and snacks. Food preparation areas were toured for safety, cleanliness and proper equipment. Cleaning compounds were located underneath the kitchen sink, which had a Safety 1st cabinet slide lock, rendering it inaccessible to the children in care.

Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked with a key or combination lock. Per licensee, there is one dog, residing in the home. LPA Morales did observe a small dog at the time of the visit. Per Licensee, the dog stays mainly in the main house. Per Licensee the isolation area for sick children is in the corner by the entrance of the fifth bedroom. LPA observed mats at the facility for napping purposes. Per Licensee the sheets for the matts are washed every Friday by Licensee.

Smoke/carbon monoxide detector was observed in the fifth bedroom by the side entrance door, tested and found to be operable. The required (2A10BC) fire extinguisher was observed in bathroom three and was purchased on 1/28/2025. LPA observed the fire and earthquake drill log with most recent drill conducted on July 30, 2024.

The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee has also taken the Mandated Reporter Training which is current.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and­resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Yehudit Maouda, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
