Licensing Program Analyst (LPA) Katrina Chicote conducted an unannounced – Required 1 Year inspection to the above facility on 09/06/2022 at 9:45 AM. LPA initially met with Marisol Alfaro (Head Teacher) and Maria Ramirez Famiy Service Liaison (FSL) upon arrival and was taken on a guided tour of the facility. This is a preschool program which consists of three classrooms which all operate full day programs: Rm 20 (3-5 year olds), Rooms KC (2 year olds), and KD (2 year olds). Facility operation hours are Monday to Friday from 7:45AM to 2:45PM. LPA was later met by Program Administrator of Staff Services, Jenny Acosta, and Early Learning Center Managers, Natasha Jackson, and Blanca Litzinger during the inspection.

All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during this inspection: Room 20 Staff #1, #2, with 14 preschoolers; Room KD: Staff #3 and #4 with 5 two-year olds and Rm KC had no children and no staff. Per Head Teacher, there are five children enrolled in Rm KC but all are absent today. The facility was observed to be within the license capacity and limitations. The following was observed during the tour of the facility starting at 10:00 AM:

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Linens are washed weekly by a laundry service. Napping equipment (cots) were observed in the classrooms. Per Head Teacher, the isolation area is located in the nurse's office or Facilitator Room. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. LPA observed two restrooms available for use by KC and KD classrooms with one toilet and one sink each. There is a waiver for restrooms on file and posted for the use of shared restrooms with elementary school for Rm 20. Availability of indoor drinking water was observed in classrooms. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible. Per Head Teacher, they currently do not have any children requiring medications at this time. First Aid supplies were observed in each classroom.

Per FSL, there are no poisons stored at the facility. Carbon monoxide detectors were observed and are operable

There is no kitchen at the facility. All meals and snacks are delivered from the elementary school cafeteria. Trash cans used to discard food have tight fitting lids. Menus were observed to be posted in each classroom.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. At 10:15 AM, LPA observed spider webs on various areas of climbing equipment. Cleaning protocol was discussed with Head Teacher, who stated that she would conduct a thorough clean up of climbing equipment for spider webs prior to children using outdoor play area. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. LPA advised that no children shall be left without the supervision of a teacher at any time.

Disaster drill log was available. Facility and all Head Start facilities just opened on 08/31/2022 for the school year so no disaster drill has been conducted as of this date.

All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free There are no firearms stored on the premises. There are no pools or bodies of water at the facility.

All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District. There is at least one person trained in CPR and Pediatric First Aid present during this inspection that expires on 03/2023.

LPA reviewed staff records. The review of Staff records was documented on the LIC 859. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information due to the files being stored at the administrative office.

Children’s Records were reviewed and documented on the LIC 857. Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed. Children present were signed in.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.


The facility was found in compliance per Title 22 regulations, no deficiencies cited today, 09/06/2022, only advisory given.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
