Due to the above preschool closure for summer break beginning on 08/02/2021, Licensing Program Analyst (LPA) Miriam Cohen conducted a 10-day complaint tele-visit on 08/03/2021 and met with preschool director, Tammy Ruano. LPA Cohen interviewed director and obtained a copy of the preschool policy on indoor and outdoor facial covering for adults and children. However, physical plant inspection and further documentation were required to conclude the investigation. On 10/12/2021 @ 9:00, LPA Cohen conducted an unannounced physical inspection and informed preschool director, Tammy Ruano, the reason for the visit: Delivery of report finding against the alleged complaint noted above. During today’s visit, LPA Cohen interviewed six children, seven staff members, and one director. Based upon multiple interviews, physical plant inspection, and submission of the school policy on facial covering for adults and children (indoor and outdoor), the following conclusion has been reached concerning the above allegation: Unsubstantiated - A finding that the complaint is unsubstantiated means that although the allegation may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.

The investigation regarding the staff and children are not required to wear masks has been completed. It has been determined that the facility is not in violation of Personal Rights. No deficiencies will be issued.
